NASA/JSC plans to issue a Request for Offer (RFO) for the S-Band
amplifier for the X-38/201 vehicle. The S-Band communication system is
the X-38 primary source of communication for command and telemetry via
the Tracking and Data Relay Satellite System (TDRSS) and Ground
Spaceflight Tracking and Data Network (GSTDN). The S-Band communication
system design has two strings, with each string containing a power
amplifier (PA). In the TDRSS mode, the PA is used for the high rate
telemetry data or is by-passed via external switches for the low rate
telemetry data. In the GSTDN mode, the PA is by-passed via external
switches. The PA shall be capable of accepting (input) upto 5 Watts of
RF power and re-radiating (output) a minimum 25 Watts of RF power.The
PA design should have space flight heritage. The Government intends to
acquire a commercial item using FAR Part 12. The SIC Code and Size
Standard are _3663_and __750, respectively. The DPAS Rating for this
procurement is DO-C9_. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-15. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
February 29, 2000 with an anticipated offer due date of on or about
March 17, 2000. An ombudsman has been appointed -- See Internet Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web (WWW) server, which may be accessed

Prospective offerors shall notify this office of their intent to submit
