Armament Centers Air Base Systems, System Program Office at Eglin AFB,
FL seeks sources and information related to a program to upgrade
deployable environmental control units (ECU's) used to support the Air
Force Expeditionary Medical Support Shelters (EMEDSS) and other Joint
Service expeditionary needs required for operations at remote austere
locations under toxic wartime and peacetime contaminated environments.
Existing field deployable ECU's, that connect to Nuclear, Biological,
and Chemical (NBC) filtration systems, are used to support 640-ft2
transportable collectively protected shelters. Existing ECU's weigh in
excess of 800 pounds and do not meet the intent for use as lightweight
expeditionary equipment. The purpose of this Market Survey/Request for
Information is to investigate promising and innovative technologies in
the areas of lighter weight materials, alternative packaging,
lightweight compressors, lightweight motors, lightweight coils,
lightweight fans, power factor correction methodologies, compact
electrical components, and alternative refrigerants that can be used to
minimize shipping weight and volume. The goal is to develop a
lightweight ECU by reducing the weight and cube by 25% (35% objective)
over existing fielded systems. In order to promote an environment of
teaming/partnering for a possible new acquisition, AAC/WMO wants to
involve industry in the very early development of this acquisition. In
order to initiate an exchange of information, AAC/WMO requests that
interested parties submit any or both of the following: (1) an up to 10
page concept paper, with conceptual sketches if applicable, that
identifies potential existing solutions for reducing the weight of
existing ECU's. (2) Product brochures or marketing materials. Responses
to this Market Survey/Request for Information should be mailed AAC/WMO,

publication of this CBD announcement. This Market Survey/Request for
Information is for planning purposes only, and shall not be construed
as a Request For Proposal (RFP) or as an obligation on the part of the
Government to acquire any follow-on acquisitions. The Government does
not intend to award a contract on the basis of this Market
Survey/Request for Information or otherwise pay for the information
solicited. No entitlement to payment of direct or indirect costs or
charges by the Government will arise as a result of the submission of
responses to this Market Survey/Request for Information and the
Government use of this information. The Government reserves the right
to reject in whole or in part any industry input as a result of this
Market Survey/Request for Information. This Market Survey/Request for
Information does not constitute the solicitation of any proposals and
authority to enter into negotiations to award a contract has not been
authorized. Information provided may be used by the Departmentof
Defense in developing its acquisition approach and its Statement of
Objectives (SOO). Technical documentation concerning this program will
be posted on the Electronic Posting System (http://www.eps.gov) or
provided upon special request. Information collected from this Market
Survey/Request for Information may be released to industry as updates
to program documentation during the RFP stage; therefore, it is
requested that the data be received with unlimited rights to the
Government. Firms responding to this synopsis should state if they are
a large, small, or small disadvantaged business. The appropriate SIC
code is 3585 with a size standard of 750 employees. An Ombudsman has
been established for this acquisition. The purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors,
when an offeror prefers not to use established channels to communicated
his/her concern during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program manager or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Potential offerors should use established channels
to request information, pose questions, voice concerns, before
resorting to the use of the Ombudsman. Potential offerors are invited
