E-MAIL: Cynthia W. Dea, C.W.DEA@larc.nasa.gov. NASA/LaRC plans to issue a Request for Quotation (RFQ) for 1. BTDA/4,40DA 8pcf foam (TEEK-L8)- 5 each. 2. BTDA/4,40DA 5pcf foam (TEEK LH)- 10 each. 3. LARC-IA 5pcf foam (TEEK-HH)- 5 each. 4. BTDA/4,40DA foam-filled honeycomb with GAP -- 5 each. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Unitika America Corp., under the authority of 10 U.S.C. 2304(c)(1). Unitika America Corporation is an expert at making materials such as fibers, foams, and microspheres from salt like monomer solutions. Under the Memorandum of Agreement, NASA has added to Unitika America's knowledge, skill and ability to process these materials with NASA materials. This resulted in a process which produces foams which meet the exact needs of NASA and NASA contractors for the RLV/X33 Program. Unitika is the only known source at the present that has the technology to make these materials. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 8, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
