synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request For Quotation (RFQ), number DAHA21-00-Q-0030. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15. This acquisition is
advertised full and open, with no set-aside restrictions. This project
involves the work as described herein to be accomplished at the 133
Airlift Wing, Minnesota Air National Guard Base, Mpls/St. Paul IAP, St.
Paul, MN with all equipment, labor, and materials to be provided by the
contractor. All materials shall meet industry standards and shall be
applied/installed in complete adherence to the manufacturer's
recommended rate/procedures according to the highest industry standards
methods and equipment. If applicable, all installed equipment shall be
Y2K compliant. Applicable MSDS will be provided by the contractor for
any potentially hazardous materials used in this contract. All work is
to comply with applicable EPA, OSHA, federal, state, and local codes
and regulations. Work shall include, but not be limited to: A.
Relocation and reconfiguration of existing Building Automated System
(BAS) databases and facility graphics from the old IBM OS/2 platform to
the new base BAS Microsoft Windows based system. The reconfiguration
shall integrate these databases and graphics with the existing Tridium
Corporation NiagaraTM Web Supervisor software. B. Configure existing
BAS computer in Building 614, Base Civil Engineering, to accept
existing databases and graphics. Re-establish user passwords and
protection levels. C. Provide and install new communications hardware
to communicate through base LAN with existing BAS. Hardware shall be
Tridium Java Application Control Engine (JACE-NP) controllers or
equivalent. Contractor shall coordinate appropriate IP addresses with
the Base Engineer and Communications offices. The contractor shall set
up the communications hardware and verify communication with all the
devices through the network interface. The system shall be checked
after one month of operation and adjusted as required. Product data on
all equipment and software utilized shall be submitted to the Base
Civil Engineer office for approval prior to installation utilizing AF
Form 3000, Material Approval Submittal, available from the Base Civil
Engineer. D. The work involves the following facilities and the
contractor's quote shall be structured by facility on a "per point"
basis. The number of points per facility was identified during a recent
evaluation of the base BAS. The contractor shall verify the points and
submit a quote based upon this information, configured for the
following facilities: (1) Building 631, Headquarters (2) Building 641,
Operations (3) Building 642,Dining/Medical (4) Building 656, Simulator
(5) Building 662, Surface Transportation (6) Building 668, Chapel (7)
Building 680, North Hangar The quote should include hardware details
necessary for a complete and operational system and the number of
control/sensing points to be configured. E. The contractor shall
perform a final system evaluation and check-out upon completion of the
work. This work is to be completed on a "per point" basis. Upon
completion of the work, operator training shall be provided to the Base
Engineer staff. F. Warranty: All work shall be warranted to be in
compliance with this statement of work and to the highest standards of
the industry. Contractor shall provide standard manufacturer's
warranties on all equipment and a warranty on installation, effective
for one year from date of acceptance of the work. Any facility damage
caused by the contractor during this project will be repaired/replaced
by the contractor at no additional cost to the Government. G. All work
is to be accomplished within 60 days of contract award. The provision
at 52.212-1, Instructions to Offerors-Commercial applies to this
acquisition. The provision at 52.212-2, Evaluation-Commercial Items is
applicable. Evaluation criteria included in paragraph (a) of this
provision are (i) technical compatibility/capability of item offered to
meet the Governments requirement; (ii) price; and (iii) past
performance. Offerors are required to include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer. The clauses at
52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders-Commercial Items, apply to this acquisition. FAR
clauses contained in 52.212-5 that apply to this acquisition are (i)
52.222-26, Equal Opportunity; (ii) 52.222-35, Affirmative Action for
Disabled Veterans and Veterans of the Vietnam Era; (iii) 52.222-36,
Affirmative Action for Workers with Disabilities; (iv) 52.222-37,

Contractor Registration; and (vi) 52.239-1, Privacy or Security
