The Internal Revenue Service (IRS) has a requirement to provide one
(1)standardized wireless communication service to the Fresno Service
Center. At the IRS'option, the Service will order nine (9) additional
communication services to be delivered at the following nine (9)
service centers: Andover, MA; Doraville [Atlanta], GA; Austin, TX;
Holtsville [Brookhaven], NY; Covington [Cincinnati], KY; Fresno, CA;
Kansas City, MO; Memphis, TN; Ogden, UT; and Bensalem [Philadelphia],
PA. This communication includes pagers, and the software and hardware
necessary to render them operational at each site. a) The requirement
consists of delivering a new, non-refurbished stand-alone pager system
to the Fresno Service Center and at the option of the IRS delivery to
each of the 9 remaining IRS Centers. The first pager system will be
delivered and installed at the Fresno IRS Center as a test or _pilot_
within thirty days after award. This system will be _piloted_ for a
3-month period. If the _pilot_ is successful in a 7x24 environment, the
IRS will purchase the nine remaining systems via a modification to the
orginal purchase order. The remaining systems shall be delivered
within thirty days after issuance of the modification to the order.
Once purchased, these systems will have no recurring costs. b) The
contractor shall obtain all licensing required to operate use and
maintain the pager systems. c) The contractor shall provide an
installation schedule so pager systems currently operating at IRS
Centers may be returned and monthly service cancelled. d) The
contractor shall provide maintenance manual and adequate training to
the end users for the pager system. GOVERNMENT-FURNISHED PROPERTY AND
SERVICES a) The IRS will ensure the contractor has access to the
government property where the pager system will reside. b) The IRS will
provide phone lines for the pager system. c) The IRS will provide
adequate space for the pager systems and antennae to be installed at
each site.TRAVEL:a) The contractor shall be responsible for all their
travel costs. The period of performance is from date of award through
July 30, 2000. The procedure to be used for award will be a purchase
order. The anticipated award date is March 15, 2000. This acquisition
is processed in accordance Federal Acquisition Regulation (FAR) Part
13.5, Simplified Acquisition Procedures, Test Program for Certain
Commercial Items. The SIC for this acquisition is 4812, Radiotelephone
