business requirement (in accordance with various Defense Reform
Initiatives), to reduce the amount of paper-based documents and
processes that exist within its enterprise-wide operations. Currently,
unnecessary customer service and business partnership delays are being
needlessly created due to an uncontrolled paper-fax environment. DFAS
intends to leverage technology and change processes to improve
performance and reduce costs. The implementation of a networked fax
solution will at a minimum: 1) Be capable of performing as a document
control portal for the existing DFAS Corporate Database (DCD), as well
as integrating within the DFAS Corporate Information Infrastructure
(DCII) with no development of additional application program interfaces
(API's). 2) Meet the demands of the DFAS Enterprise Wide Network, which
is diverse and varied. Likewise, it will encompass all 24 DFAS
operating locations, to which include Japan and Germany. A suitable
solution cannot be a general purpose one. 3) Meet high-volume host
integration requirements of a production fax environment. 4) Must
provide inbound routing capabilities based on DTMF, DID, channel, and
cover page OCR. 5) Inbound faxes must be routable to MS Exchange
Mailboxes, network printers, and peer fax servers via all of these
methods. 6) Provide e-mail notification of received transmissions or
monitor delivery status of outgoing transmissions via MS Exchange and
MS Outlook. Must have an MS Exchange connector. 7) Provide a web-client
mode of operation so users can manage faxes using a standard web
browser. 8) Provide positive fax tracking and accountability processes,
which provide positive control of incoming/outgoing fax documents and
further strengthens the organizations electronic commerce capabilities.
9) Must provide automatic OCR conversion of inbound faxes. 10) Must be
server based and capable of integrating with Microsoft Windows NT,
Microsoft Exchange, MS Outlook, and Novell Network environments. 11)
Must provide scalability and performance maximization to ensure least
cost routing, load balancing, clustering, and simplify fax-enabling
with legacy systems. 12) Must be capable of producing/accepting a
number of input/output options, such as Electronic Data Interchange
conventions, Portable Document Format, Tagged Image File Format (group
3 or 4), Graphics Interchange Format, PCX, and Optical Character
Recognition.13) Provide connectivity via the Line Printer Remote (LPR)
protocol. 14) Must be capable of operating with both BrookTrout and
GammaLink brand multi-port fax cards. 15) Must be capable of routing
faxes to peer fax servers via TCP/IP over a wide area network. 16) Any
potential vendor must be prepared to address (site-specific)
configuration issues, typical channel loading (busy signal) rates, out
year maintenance solutions, as well as programmed software upgrades,
and recommended back-up safeguards. DFAS intends to establish a single
Blanket Purchase Agreement (BPA). It is the intent of this BPA to
secure discounts on a perorder basis as well as on a cumulative basis
throughout the life of the BPA. Only Federal Supply Schedule holders
will be considered for award. The period of performance for the BPA
