plans to issue a Request for Offer (RFO) for the development, test and
demonstration units of a Multi-functional Battery Panel (MFBP) for
NanoSat Spacecraft Application. The resulting contract is intended to
be a three (3) year effort that will start with the completion of the
a previous Base line effort and continue to develop High Fidelity
structural batteries and build Advanced structural batteries while
preparing the High Fidelity structural battery for the first mission
opportunity. NASA/GSFC intends to acquire the support from Boundless
Corp. Boundless Corp will supply several development phases of
structural battery prototypes and provide a proto flight quality set of
units for mission of opportunity for test and evaluation of a
Multi-functional Battery Panel (MFBP) concept. Boundless Corp has
developed many configurations and some demonstrations/prototype units
for a structural battery concept. The statutory authority for the other
than full and open competition is 10 U.S.C. 2304(c)(1), Only One
Responsible Source. See Note 22. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on March 20, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
Ombudsman has been appointed. See Internet Note "B". All qualified
responsible sources may submit an offer, which shall be considered by
