The purpose of this modification is to notify all potential offerors under Kirtland AFB Technical Area 10, (10) MICROSATELLITE FORMATION FLYING, that AFRL/VS may use the following contractors to serve as advisors to the proposal evaluation team: (1) Jackson & Tull; (2) Mission Research Corporation; and (3) Computer Science Corporation/Nichols Research. In addition to these contractors, Aerospace, a Federally Funded Research & Development Center will also serve as an advisor to the technical evaluation team. Advisors will assist in the evaluation and provide input regarding the strengths, weaknesses, proposal inadequacies, risks, and deficiencies in proposals, they will not determine ratings or rankings of offerors' proposals. Access to offeror proposals will be restricted to only those portions for which the advisor's expertise is required in the evaluation (e.g., space-based radarhardware and processing algorithm specialist will only review those portions of the proposal). These contractors will not have access to the cost proposals. Your proposal must state whether or not your company has any objections to the use of any of the aforementioned contractors, with the exception of Aerospace, during the evaluation process.
