GENERAL: The U.S. Special Operations Command, Technology Applications Contracting Office intends to issue a competitive Request for Proposal (RFP), USZA95-00-R-0015 for the procurement of Ballistic Protection Systems (BPSs) for A/MH-6, MH-60 and MH-47 helicopters. This contracting action is classified NOFORN in accordance with the United States Special Operations Command Security Classification Guide. Only domestic sources with a valid interest will be allowed to compete and these firms must possess a security clearance of not less than secret to generate and store classified information. To participate in this contracting action, interested parties must submit a letter to the contracting officer not later than March 10, 2000 which A) summarizes corporate experience and capability to manufacture shaped armor products. Information provided will be used to determine validity of the offeror's interest; B) identifies the corporate or plant security officer by name, phone number and address. Prior to issuing the RFP, a DD254, Contract Security Classification Specification, shall be prepared by the Government for each potential offeror that summarizes and governs security requirements from receipt of proposal through contract award. ACQUISITION STRATEGY: This is a two phased acquisition. During phase one the Government, based upon technical and cost proposals received, intends to award a minimum of two and a maximum of three contracts to design, fabricate and test prototype BPS systems. The anticipated contract type is cost plus fixed fee. Phase two shall be a competition between those vendors whom during phase one successfully produced prototype BPS systems that fulfill the Government's technical requirements. This phase two competition shall be for the production of BPS kits. The Government anticipates award of one or more IDIQ type contracts to acquire BPS kits at firm fixed prices. It is currently estimated that RFP USZA95-00-R-0015 will be issued not later than 31 March 2000 with a closing date of 1 May 2000. REQUIREMENT DESCRIPTION: The BPS will provide both crew and passenger protection. The RFP will identify aircraft areas of desired coverage and contractors will propose the coverage method and attachments means. An armor material has been identified, but vendors will be allowed and encouraged to submit alternate proposals that propose the use of alternate materials. To prevent future confusion, nomenclature is established now in the following sentences. The kits are categorized for each aircraft as a "Crew BPS" and a "Passenger BPS" and each BPS will have an A-kit which consists of permanent installations/modifications to the aircraft and a B-kit which may be installed or removed in a short amount of time as the mission dictates. The successful offeror(s) will be responsible for fabricating both the "A" and "B" kits, however, kit installation will be performed by the Government. The estimated square foot coverage of the BPS kits are: A/MH-6 Crew BPS 10 ft2, A/MH-6 Passenger BPS 10 ft2, MH-60 Crew BPS 20 ft2, MH-60 Passenger BPS 60 ft2, MH-47 Crew BPS 55 ft2, and MH-47 Passenger BPS 350 ft2. Procurement is planned for both crew and passenger BPS A-kits for installation in approximately 140 aircraft. Quantities of B-kit armor for procurement will be restricted by funding but current estimated minimum and objective quantities are (minimum/objective): A/MH-6 Crew BPS (45/45), A/MH-6 Passenger BPS (8/10), MH-60 Crew BPS (52/52), MH-60 Passenger BPS (16/40), MH-47 Crew BPS (37/37), and MH-47 Passenger BPS (4/10). The RFP will include non-manufacturing drawings to identify desired armor coverage areas and provide access to the aircraft for necessary measurements.
