Potential Sources Sought. This is not a solicitation. This synopsis is
being issued to conduct market research for informational and planning
purposes only. This synopsis does not constitute a Request for
Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance
restrict the Government as to its ultimate acquisition approach. The
Government will neither award a contract solely on the basis of this
notice, nor will it reimburse the contractor for any costs associated
with preparing or submitting a response to this notice. The
Intelligence, Surveillance and Reconnaissance Systems Program Office,
ESC, Hanscom AFB, MA 01731-1619, is seeking potential sources qualified
to design, develop, fabricate, integrate, and test Advanced Remote
Ground Unattended Sensor (ARGUS) Systems. ARGUS is a family of
unattended sensors that will initially be based on the STEEL EAGLE
Advanced Concept Technology Demonstration sponsored by the Defense
Intelligence Agency's Central Measurements & Signatures Intelligence
(MASINT) Office. ARGUS will initially include seismic and acoustic
sensors, low voltage electronics, a battery, a sensor container, an
aerodynamic delivery body, air brake subsystems, and a communications
transceiver. ARGUS will also be configured as a hand in-place unit.
Remote monitoring stations, communications interfaces, mission planning
tools, and pre-deployment checkout equipment will also be developed.
ARGUS will be integrated into the DoD intelligence and communications
architectures and will be deployed according to pre-deployment mission
planning. To deploy ARGUS, an overlay tool on a mission-planning tool,
such as Geographic Area Limitation Environment (GALE), will be used.
ARGUS will be pre-operationally checked out and uploaded on an F-15 (or
similar aircraft configured with BRU-46/47 bomb racks). Once deployed,
the sensors will communicate to a remote monitoring station via a
military or commercial satellite communications system. The sensor
messages will be reformatted into a standard Tactical Information
Broadcast Service (TIBS) and/or Tactical Receive Equipment (TRE) and
related Applications (TRAP) message(s) and broadcast to appropriate
Command and Control or Intelligence Centers. The physical location will
be independent of the function. The following is a list of some key
ARGUS features: (a) Permits dissemination of timely intelligence on
time critical targets to tactical users and provides threat avoidance,
targeting, target tracking, and target/situation awareness; (b)
Permits Commanders In Chief (CINCs) and selected users to dynamically
prioritize, filter, and route information from the ARGUS sensors; (c)
Permits users to obtain additional amplifying information; (d) Permits
producer to producer interaction; (e) Utilizes a common medium
independent message format; (f) Utilizes common track/report/event
numbers and provides an efficient means for producer to update
previously reported tracks/reports/events; (g) Delivers critical and
other essential data as defined by CINCs and selected users in
accordance with the users' dissemination requirements; (h) Complies
with Department of Defense (DoD), Joint Chiefs of Staff (JCS), and
Congressional Mandates, and adheres to National Policy as it relates to
the provision of data on broadcasts to NATO, Allies, or Coalition
Partners; (i) System will be capable of handling several levels of
secure data simultaneously and will require accreditation for
processing secure data. The Government requests interested sources
submit a capability package to ESC/SRK-2, 11 Barksdale Street, Hanscom
AFB, MA 01731-1634, ATTN: Ms. Kathleen Munroe. Capability packages
should address the sources' qualifications with respect to the key
ARGUS features discussed above and the following six (6) screening
criteria: 1) Personnel facilities and storage with SECRET clearances;
2) Past experience in designing and building hardware and software for
sensors; 3) Past experience in integrating Commercial Off-The-Shelf
(COTS) hardware and software; 4) Specific knowledge of
existingunattended sensor technology; 4) specific knowledge in
communications, dissemination, and display systems and 6) Knowledge of
DoD architecture activities and standards. The Government will
determine whether each capability package submitted is considered
"highly competitive" or "not highly competitive" for the ARGUS Program
based solely upon whether each package adequately addresses the key
ARGUS features and six screening criteria above. The Government will
then notify each source that submitted a capability package in writing
of the Government's determination and its rationale for the
determination. Capability packages must be received by the Program
Office no later than 9 March 2000, and should not exceed 10 pages. A
source's capability package should indicate the source's intent to be
either a prime contractor or subcontractor. Sources interested in being
only a subcontractor should briefly identify relevant experience and
expertise only in a two page response. Names and points of contact from
each potential subcontractor will be distributed to all interested
sources. Sources should also indicate whether they are a large
business, small business, or a small disadvantaged business. Sources
are also requested to identify any on-going Government contract
vehicles they may have for the same or similar work. Please include the
name and number of the on-going contract, contract scope, contract
type, period of performance, contract deliverables, dollar thresholds
and limitations, the issuing Government agency, and the name and
telephone number of the Contracting Officer. An Industry Day is planned
for 14 March 2000 and will be held at the Hanscom AFB Theater.
Additionally, the ARGUS Program Office, located at Building 1302F/A on
Hanscom AFB, will be open to conduct one-on-one discussions with those
contractors interested in being a Prime Contractor. The POC for
Registration for the Industry Day and One-on-One meetings is Mr. Chris

names and clearances of each of the attendees (number of attendees is
limited to no more than five per interested source) to Mr. Haftel. An
offeror's library is open and located at the AFRL Library at Hanscom
AFB, MA, Bldg. 1103. The library will be accessible by appointment
Monday through Friday, 0830-1600, excluding Government holidays and the
first Friday of the month. Appointments must be made at least three (3)
days in advance of the desired appointment date. The Hanscom Electronic
RF Bulletin Board (HERBB) will be the primary source of information for
