NASA/JSC plans to issue a Request for Offer (RFO) for Support for Mobile Servicing System (MSS) Instrumentation, Program, and Command List (IP&CL) data production, production of MSS crew training software, and NASA coordination of MSS-related integrated software testing and follow-through. NASA/JSC intends to purchase the items from MacDonald Dettwiler Space Robotics Corporation (MDR) pursuant to 10 USC 2304(c)(2) as implemented by FAR 6.302-2. MDR is currently performing this function under a current NASA contract and this requirement is intended to extend the period of performance of the contract. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 10, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
