(Insert FDIC Symbol) NOTICE OF INTENT TO SOLICIT SERVICES -- Request for Proposal to provide Franchise and Asset Marketing Transaction Support Services Contractor The Division of Resolutions and Receiverships (DRR) of the Federal Deposit Insurance Corporation (FDIC) is seeking to identify prospective contractors to provide various services including, but not limited to, secure web based communications applications, utilizing web based technology to exchange transaction documents in a highly secure environment. Application functions and related services required include, but are not limited to, establishing and customizing a transaction website with links to FDIC's website, assigning user access rights within the application at the transaction and specific document level, and maintaining end-users' secured access with distinct user ID's and password cycling, digital encryption data transmission, and digital signature capabilities. Other services may include web page test model access, pre-activation, application and software training for FDIC and other end users, ability to archive data and CD-ROM storage services, ability to maintain backup files and programs and reconstruction of lost data and programs for purposes of re-entry, document conversion, scanning, software and log-on support for end-users, virus scanning for all files. Minimum qualifications will include expertise and experience in consulting services, strong technical expertise and demonstrated working knowledge of web-based technology, working knowledge of various software packages, ability to produce graphics and other visual support documents in a web based environment, strong communication skills to effectively coordinate and communicate technical information to end-users, familiarity with the general principles of asset marketing and disposition, knowledge and experience in supporting, coordinating and implementing all phases of systems design, development and implementation life cycle methodology. Computer Science degree(s) or equivalent technical training and experience required. Implemented solutions must meet guidelines and standards governing information security requirements for Federal Government applications. Responding firms should be qualified in the areas mentioned. All responses will be reviewed for completeness and incomplete responses may be rejected. It is the intention of the FDIC to enter into a contract with one contractor. Responses to this notice must be prepared in the form of a one-page letter on official company letterhead and signed by an officer of the company. Each response MUST include the following: the company's tax identification number, the company's mailing and overnight address, the company's email address, firm's contact person and phone number, a statement of the firm's capabilities in the above described areas and relevant information detailing the firm's minority or woman-owned business status and/or small disadvantaged business status. It is the intent of the FDIC to distribute a Request for Proposal to all firms responding as directed.
