Goddard Space Flight Center (GSFC) intends to contract, on a sole
source basis, with Altair Aerospace Corporation, Bowie, Maryland, for
information systems technology and software development in support of
the Advanced Architectures and Automation Branch. The required
development is based on Altair's state-modeling mission control system
and Altair MCS (Mission Control System) software. This procurement
will include, but not be limited to, testing for Finite State Modeling
(FSM) for the SMEX/WIRE spacecraft, developing MIDEX/MAP spacecraft
and ground system models, and supporting the development of a graphical
FSM programming environment for MIDEX. The authority for this action is
10 U.S.C 2304(c)(1), Only One Responsible Source. Altair Aerospace
Corporation is uniquely qualified to provide the required software and
models. This acquisition requires specialized knowledge of existing
Altair MCS software as well as the MIDEX common ground system and its
unique requirements. The software and modelsto be provided must be
integrated under the existing Altair MCS framework. The Altair MCS is
proprietary software. Altair Aerospace is considered to be the only
source with access to the proprietary source code and the only known
source capable of providing the Government with the required software
and models. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. See Note 22. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on March 14, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. All qualified responsible sources may
submit an offer, which shall be considered by the agency. Any
