the development requirements of the Geospatial Service and Technology
Center (GSTC) by obtaining computer programming, software integration,
and database administration services.The primary focus of this contract
will be to support the development and implementation of GSTC's new
production/data management environment. Programming support of GSTC
legacy systems and processes is also required. Oracle database
administration services may be required. Services from this contract
will suppport the development of a new system compatible with the
Forest Service/IBM corporate environment. The new system will be known
as ADMS (Advanced Data Management System). It is planned with a
client/server architecture where Oracle and SDE (Spatial Database
Engine) will manage geospatial data and serve the data to client
applications. It will incorporate current and evolving technology to
support the production of a variety of map products, to include digital
and web-based maps as well as GSTC's traditional hardcopy Primary Base
Series (PBS) and Secondary Base Series (SBS) maps. ADMS will also
include data editing, data conversion, data transfer, data
clearinghouse, and data warehouse clients. ADMS development will
integrate COTS software wherever practical. Software maintenance of
some legacy processes (as found in the production of digital ortho
quads (DOQs), digital elevation models (DEMs), cadastral data, PBS maps
and SBS maps) is also required. The contractor will work as a
development team member and participate in meetings and discussions
relating to the planning, design, and development of ADMS. ADMS will
incorporate Object Oriented Analysis & Design (OOAD) technology. The
contractor will be expected to incorporate OOAD methodology into
programming services tasks. This contract requires expertise in the
following applications and languages: ArcInfo versions 7 and 8,
ArcView, Oracle versions 7 and 8, Spatial Database Engine, Arc Macro
Language, Avenue, Visual Basic, VisualBasic for Applicaitons, C, C++,
Java, HTML, CLIX/AIX shell script, Oracle PL/SQL, SQL script, Fortran,
MDL, and Microstation. Fortran, MDL, and Microstation are required for
legacy process maintenance only. Development platforms include:
PC/Windows, PC/NT, workstation/AIX, Server/AIX, workstation/CLIX,
server/CLIX. Presently GSTC possesses appropriate Oracle Database
Administrator resources. Unexpected events (such as unplanned attrition
or resource re-allocation) may create a need for the timely acquisition
of Oracle DBA resources to support ADMS development, implementation,
and maintenance. Duties of the Oracle DBA include: install/upgrade
Oracle software, trouble-shoot Oracle system or application problems,
recover data and/or databases, tune databases, allocate additional
space, development database procedures (PL SQL), install and administer
SDE. This project will include one base year and two option years.
