TGaither@cc.nih.gov. The Clinical Center, of the National Institutes
of Health, Bethesda, Maryland Campus, intends to negotiate on a sole
source basis, under the Authority of 41 U.S.C. 253 ( c )( 1 ), as set
forth in FAR 6.301-1, Commercial Services for the maintenance
(preventative and remedial), technical support services, and emergency
repairs of 80 pieces of NIH-owned OHMEDA anesthesia equipment used in
conjunction with patient care and research in the Clinical Center. The
following categories of OHMEDA anesthesia equipment are to be covered:
Modulus II Plus, Central Displays with CV Package, Tec 6 Vaporizers,
Excel without Pod, Excel SE, Tec 4 Vaporizers Forane, Tec 5 Vaporizers
Halothane Pin, Tec 5 Vaporizers Forane, 7810 Ventilators, 7800
Ventilators, 5125 Oxygen Monitors, 5250 CO2 Monitors, 5250 RGM
Monitors, 5330 Agent Monitors and MRI Compatible Gas Machines. The
performance period is anticipated to be for (1) one base year and (4)
four consecutive (12) twelve month option periods. The Contractor must
provide evidence of: (1) the ability to maintain the equipment,
including all proprietary hardware and software, in accordance with all
Original Equipment Manufacturer's (OEM) written standards; (2) having
a complete inventory of spare parts adequate to provide full
maintenance service; (3) being able to provide all software and
hardware updates which OHMEDA announces as covered equipment during the
contract period; and (4) the ability to respond to emergency service
calls within twenty-four (24) hours. It is the Government's belief that
these requirements can only be met by OHMEDA. All responses must be
written and received within 45 calendar days from the published date of
this notice. Oral communication is not acceptable and will not be
honored. Any other firm believing it has the ability to meet the
Government's requirements is invited to respond to this notice by
furnishing clear and convincing documentation demonstrating their
ability to meet, at a minimum, all stated performance and capabilities
to accomplish the proposed contract. A determination by the Government
not to compete this proposed contract based upon responses to this
notice is solely within the discretion of the Government. The
Government will not pay for preparation or submission of any
information submitted in response to this synopsis. See Numbered
