engineering and technical support services to SPAWARSYSCEN Charleston,
Code 33, to define, design, develop, test, integrate, install, and
deliver (C4I) Systems for Amphibious Warfare Programs, including: Radio
Communication Systems (RCS), Ships Signal Exploitation Systems (SSES),
Navigation Sensor System Interface (NAVSSI), Global Command and
Control System-Maritime (GCCS-M), Naval Tactical Command Support
Systems (NTCSS), United States Marine Corps (USMC) C4I support systems,
Information Technology for the twenty-first (IT-21) century
initiatives, and Shipwide Area Network (SWAN) programs. Services shall
include: 1) Program Management; 2) Logistics Support; 3) Production
(including the operation of a Turnkey Integration Facilitiy (TIF); 4)
Shipboard Installation; 5) Shipyard Support; 6) Training; and 7)
Participation in the Integrated Product and Process Development (IPPD)
established processes and guidelines. A working knowledge of Turnkey
Methodology is required to ensure that the individualequipment,
systems, and subsystems comprising Turnkey and other C4I equipment and
systems are properly integrated, are operating within the specified
parameters when assembled into a total system, and are logistically
supported when delivered and/or integrated into the ship. A
Time-and-Material (T&M), Indefinite-Delivery, Indefinite-Quantity
(IDIQ), service type contract (with task orders), for a base year
period and three (3), one-year option periods is anticipated for award.
The Standard Industry Code is 8711, and the applicable size standard is
$20.0M. Subject procurement is unrestricted, with award to be made via
full and open competitive proposals. The anticipated award date of the
subject contract is scheduled for September 2000. The solicitation and
