Contract Specialist (843) 820-5698 The Southern Division, Naval
Facilities Engineering Command seeks to competitively select parties
for privatization of Department of Defense (Navy) utility systems in
accordance with Public Law 105-85, Section 2812, "Permanent Authority
Regarding Conveyance of Utility Systems," codified in 10 USC 2688.
Privatization actions approved in accordance with the authorizing
legislation will result in the transfer of title of the utility
infrastructure and related equipment/supply inventories for identified
systems via a conveyance document. For those assets that are currently
serving Department operational needs, the privatization agreement will
include provisions to satisfy the Department's continuing requirement
for long term reliable utility service via a utility service contract.
One (1) solicitation will be issued from this announcement which will
cover Area E. Area E includes certain utility systems in the following
states: Florida, Louisiana, Mississippi, Tennessee, and Texas. The
Request for Proposals(RFP) will be issued exclusively over the
Internet. Each solicitation will be available for viewing and
downloading at http://esol.navfac.navy.mil about mid March 2000. The
Area D solicitation, N62467-00-R-1801, currently available at the web
site, will be amended to reflect the changes in coverage. Prospective
offerors are encouraged to register themselves on the web site. The
official plan holder's list will be maintained and can be printed from
the web site for downloading. This will normally be the only method of
distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY
TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS
SOLICITATION. The web site will provide information about Site Visits,
Availability of Technical Data Packages, Amendments, and Proposal Due

wilbermc@efdsouth.navfac.navy.mil. The Government reserves the right to
reject any or all proposals at any time prior to award; to enter into
discussions with any or all proposers; to consider selection of
proposals from other than those containing the lowest price or
receiving the highest technical rating, and to award to the proposer
submitting the proposal determined by the Government to be the most
advantageous to the Government. Proposers should not assume that they
will be contacted or afforded an opportunity to qualify, discuss, or
revise their proposals. The Standard Industrial Classification (SIC)
Code for this project is 4939 with a Size Standard of $5,000,000.00.
