United States Air Force (USAF) Pre-solicitation Notice identifies a
requirement based on the Defense Reform Initiative Directive (DRID)
#49, dated 23 Dec 98. The DRI requires all DoD utility systems
(electric, water, wastewater, and natural gas) be privatized by 30 Sep
2003, except those needed for unique security reasons or when
privatization is uneconomical. The resulting contract(s), if awarded,
will require the Contractor(s) to furnish all facilities, labor,
materials, tools, and equipment necessary to own, maintain and operate,
and accept full liability for the MacDill AFB electric, natural gas,
water and wastewater utility distribution/collection system(s). The
Contractor(s) will be required to manage the maintenance, repairs,
replacement, etc., of the system(s) to ensure continuous, adequate,
reliable, and dependable service is distributed to each Government or
tenant connection within the service premises. The Contractor(s) will
be responsible for funding all capital investments required to acquire,
maintain and operate the utility system(s) in a safe, reliable
condition and to meet the requirements listed in the contract. The
Contractor(s) will assume ownership of the system(s) and all downstream
distribution and collection systems. Real property interests will be
conveyed in the form of Rights of Way (ROW) (Attachments to the RFP).
The utility system(s) will be conveyed via a Bill of Sale upon award of
the contract. The Contractors proposals and plans may become a part of
the contract upon the decision to award. The RFP will be available at
the Electronic Posting System (EPS) Website: www.eps.gov on or about
12 Apr 2000. The RFP, including all available attachments, appendices,
and related information, is available only through that address. The
anticipated date for Receipt of Proposals is 15 Aug 2000. The
Government anticipates awarding Fixed-Price-Prospective Redetermination
Utility Service 50-year contract(s). Statements of Qualifications
(SOQs) and Past Performance information from potential offerors shall
be submitted as directed in the RFP. This information will be required
shortly after release of the RFP and prior to receipt of proposals.
Offerors will be notified, within approximately 10 working days of
receipt of Statements of Qualifications, of their qualification status.
However, no offeror will be denied the opportunity to submit a proposal
in response to the RFP. This acquisition is unrestricted. The Standard
Industrial Classification (SIC) Code is 4939 and annual size standard
is $5,000,000. Large businesses are required to submit a
subcontracting plan, which meets the requirements of the Federal
Acquisition Regulation (FAR) 52.219-9 and the Department of Defense
Federal Acquisition Regulation Supplement (DFARS) 219.705-4. Access to
