into an agreement with private industry for up to 25 years to obtain
energy conservation measures under an energy savings performance
contract (ESPC). The scope of the contract includes any Federal
agencies with offices located in the countries of Italy, Greece,
Turkey, Spain, Egypt, Bahrain, and the United Kingdom. The expected
sample task location and associated minimum guarantee under this
contract is expected to be Naval Air Station Sigonella, IT. The
contractor will be responsible for all design, installation, operation,
maintenance and repair of all energy conservation measures under the
planned contract or as specified in individual delivery orders. The
Navy anticipates award of a single award, indefinite
delivery/indefinite quantity (ID/IQ) contract. Delivery orders issued
will be fixed price with monthly payments based on projected energy
savings. Only those firms the Department of Energy qualified list of
ESPC contractors are eligible to receive award of an ESPC for a Federal
government activity. The solicitation and related attachments will be
