HQ ESC, Operational Contracting Division, Competitive Sourcing Branch, (PKOB-1), has released the Request for Proposal (RFP) for the Civil Engineering Services by posting the RFP to the Hanscom Electronic RFP Web Site located at http://www.herbb.hanscom.af.mil/ (at this website click the "Biz Opportunities" button and then the "Civil Engineering Services, A-76 Study" program). This solicitation is to conduct an A-76 cost comparison study for Civil Engineering Services to be performed at Hanscom AFB, MA and geographically separated units. Civil Engineering Services includes all civil engineer services, tasks and functions for Hanscom Air Force Base, MA, including units of military family housing, Cape Cod Air Station, MA, Fourth Cliff Recreation Center, MA, SudburyGeophysics Research Annex, MA, Ipswich Antenna Test Facility, MA, Sagamore Hill Air Weather Services Facility, MA, Dow Pines Recreation Center, ME, Searsport Defense Fuel Station, ME and other property owned by the USAF. If the CE A76 cost comparison results in a contract, it will be Cost-Plus Award Fee. There will be a basic year plus four one-year options. The one-month Orientation Period is anticipated to begin 1 November 2000. The Transition Period is anticipated to begin 1 December 2000.
