Naval Air Systems Command, Naval Air Warfare Center Aircraft Division
(NAWCAD), intends to procure Advisory and Assistance Services (A&AS) in
support of the Air-to-Air Missile (AAM) Program Office for PMA-259.
These areas include: independent technical trade-off assessments and
projections of weapon system performance; operational effectiveness,
test and evaluation data; proposed missile upgrades; analyze
cost-effectiveness, affordability, and inventory requirements of AAM
development programs; technical and programmatic analyses of
development AAM relative to the requirements in DOD 5000 series
instructions to enter and complete major acquisition milestones; AAM
systems configuration management; budget support and funds management
for AAM research, development, and acquisition programs; provide
independent engineering, financial, and logistics in support of Foreign
Military Sales (FMS); and the Operations Security (OPSEC) Program.
Solicitation N00421-00-R-0180 will result in a Time and Material (T&M),
Indefinite Delivery/Indefinite Quantity (IDIQ) ordering contract for
one base year and four option years. This requirement is restricted to
a 100% Small Business set-aside under Standard Industrial
Classification (SIC) Code 8711, Engineering Services, with a dollar
size standard threshold of $20 Million. Due to the nature of the
requirement, the contractor must maintain facilities located within 25
miles of the main gate (Gate 2) of Naval Air Station, Patuxent River,
MD. The Navy intends to release the solicitation via the Internet on
or about the 15 March 2000. The response date will be on or about 01
May 2000. For bidder's list purposes, requests for solicitations may be

and may be faxed to (301) 757-6516. TELEPHONE REQUESTS FORSOLICITATIONS
WILL NEITHER BE ACCEPTED NOR RETURNED. All Internet responses should
give their telephone number, fax number, Internet address, Post Office
mailing address and the applicable solicitation number in the body of
the response. Internet responses without a return address will not be
recognized. The solicitation will be made available over the Internet
in a Word 97 version format and will reside on the NAVAIR Home Page on
the World Wide Web (WWW) server at:

may be accessed using client browers such as Netscape Navigator and
Microsoft Internet Explorer. Electronic copies of the solicitation will
not be e-mailed by this office to requestors. Hardcopies of the
solicitation will not be available for pickup or mailing. Offerors who
have requested the solicitation will be notified via e-mail when it is
released. Offerors are reminded that all contractors must be registered
in the Central Contractor Registration (CCR) database. The Department
of Defense no longer awards contracts to contractors that are not
