The U.S. Army Tank-Automotive Armaments Command-Armament Research, Development and Engineering Center at Picatinny Arsenal, NJ, is seeking potential sources for Load, Assemble and Pack of a quantity of M86 Projectile Bursters for 120mm M929 Smoke Cartridges. The planned production contract includes a base year award for approximately 70,000 with four years of options (option ranges will be 5,000-75,000). Initial delivery is anticipated to be within 8 months from date of award for the basic quantity. First delivery of option quantities is anticipated to be within 5 months after exercise of option. Composition B will be provided as Government Furnished Material (GFM). Sources with experience in the Melt Pouring Composition B Explosive in Burster Tubes should provide the following information, at no cost to the Government, within fifteen days of this publication by electronic mail to Kwok@pica.army.mil. At a minimum, firms should submit organization name/address/point of contact identification, mel pouring capabilities, facilities, successful experience in loading, assembling and packaging similiar ammunition and whether the company is large or small business. Also, address Melt Pouring inspectin process (including critical defects), equipment, facilities (including s-ray capability), tooling materials including packaging and palletization material) and proudction delivery schedule (10,000 first month/24,000 per month thereafter). The Government will provide Composition B for the M86 Projectile Burster. The contractor shall have the capability to safely and properly store 14,000 lbs. of Composition B explosive (Hazard Class 1.1, Group D, Class A Explosive).
