Background " This CBD announcement constitutes a Notice of Contract Action of a proposed contract for years three through five of the full rate production of the APG-63(V)1 Fire Control Radar, an upgrade to the AN/APG-63 Fire Control Radar for the F-15 C/D aircraft. This buy will consist of approximately 90 systems. The anticipated contract will also include five years (FY01 -- FY05) of a depot repair/sustainment effort known as Form, Fit, Function, Interface Lifetime Contractor Support (FLICS). The Boeing Company is the F-15 aircraft manufacturer and has been the integrator of all subsystems since the inception of the aircraft. Raytheon is the only radar manufacturer of the APG-63, APG-70, and APG-63(V)1 radars. The purpose of this upgrade is to eliminate parts obsolescence while enhancing reliability and maintainability of the APG-63 radar. Due to severe parts obsolescence with the existing APG-63 radar, schedule is an important consideration in the execution of this program. Under this effort, the Contractor will be required to build the radar, modify the aircraft, and install the APG-63(V)1 radar. This upgrade must use the existing antenna and displays currently installed in the aircraft without modification. Only minor/limited modifications to aircraft interfaces shall be allowed. The upgrade shall use all of the air-to-air radar modes of the existing APG-70 tactical software suite with only minor/limited modifications (i.e. built in test) and should be conducive to future upgrades. The installed functional performance of the APG-63(V)1 shall be equal to or better than that of the APG-70 radar. Significant improvements to the Mean Time Between Maintenance Action (MTBMA) are required to support two level maintenance, the required threshold being 120 hours MTBMA (less antenna). The system must be supported by existing support equipment with only minor modifications allowed. The installation of the upgraded system shall be conducive to a field level retrofit. The contract will be awarded pursuant to the authority of FAR 6.302-1[(10 U.S.C.) 2304(c)(1)], only one responsible source. The anticipated contract types are Firm Fixed Price, Fixed Price Incentive Firm and Cost Plus Fixed Fee. The anticipated release date of the Request For Proposal (RFP) is June 1, 2000.
