RIA SN: 395000X998101, HQ, Industrial Operations Command intends to award a contract to Grove US LLC for the purchase of 23 each Material Handling Cranes, Model # LVS MK17A1 for the Forward Repair System. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, the government intends to solicit and negotiate with only one source for a Firm Fixed Price contract. Only cranes with the following minimum characteristics are acceptable: Description: Material Handling Crane capable of removing and replacing major components including full-up power packs, minus the full-up power pack's container, of all models of currently supported vehicles in the US Army inventory. The size envelope shall not exceed 95.95" length, 48.75" width, 52.78" height and 5700 LBS weight. The crane shall comply with Mobil and Locomotive Cranes, ASME B30.5. Vertical lift of load is required. All crane booms shall have a fixed location for stowage of the hook assembly. A means shall be provided which prevents the load hook assembly from contacting the upper pulley (Anti-two blocking). The crane shall comply fully with federal OSHA safety standards. The crane shall have a minimum lift capability of 10,000 LB (4536 Kg), a minimum lift radius of 14 feet when loaded to 10,000 pounds and a rated capacity of 125% of static capacity at inner and outermost reach (lift radius is that distance as measured from the crane's rotational center to the center of the lifting hook). It shall have a minimum-working traverse of 300 degrees, at 150 degrees minimum to each side of the Forward Repair System longitudinal axis. Outrigger legs shall use check valves to lock in place when extended in order to stabilize the Forward Repair System at all times. Stabilizing system shall be design such that when operating on the Forward Repair System, with the crane at maximum capacity, the system tipping moment shall not exceed 85% of the system righting moment when tested in accordance with SAE J765, except that the test shall occur on a 7% lateral slope. The hydraulic control valve system shall be a load-sensing system, compatible with the planned variable-displacement load-sensing pump. A means shall be provided at the fixed operator's station to lower any load to the ground in the event of a hydraulic system or control failure. Cylinder rod chromium plating shall not be exposed when the material-handling crane is not in use. High-pressure hydraulic hoses shall have the physical qualities equivalent to or shall be capable of operation on OE-10, OE/HDO/-10 and Grade 10 oil conforming to OPL-2104 and OEA under Arctic Conditions. The crane must conform to the requirements of the Gabarit International De Chargement (GIC) clearance for stowed height. Directional control valves shall be designed to permit operating a minimum of two functions simultaneously. The crane shall have a remote control system designed to operate the spools of the directional control valves with an emergency shut down switch. The crane operator shall be able to operate the remote control at all location within 35 feet of the crane base. Interested parties shall identify their interest in writing. Must include prices and descriptions containing sufficient technical documentation to establish a bonafide capability to meet the requirements. No award will be made on the basis of offers or proposals received in response to this notice. If no responses are received which indicate a comparable source is available by the 15th day after publication of this notice in the CBD, a contract will be awarded to Grove US LLC. 23 each, FOB Rock Island Arsenal, Rock Island, IL 61299-5000.
