66 -- TECHNICAL MANUALS AND TRAINING FOR THE RTCASS SOL N68335-00-R-0304 DUE 031600 POC Ms. Dawn Chartier, Code 25211DC, (732) 323-2933 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Lockheed Martin Information Systems to procure technical manuals and training for the two prototype Reconfigurable Transportable Consolidated Automated Support System (RTCASS) stations including the Support Equipment and Ancillary Equipment. Lockheed Martin is required to develop, provide and maintain the technical manuals in accordance with the Technical Manual Contract Requirement (TMCR) No. 15-99. The Technical Manuals shall be in work package format and include all operation and maintenance procedures for the RTCASS in HTML text and CGM format. The training shall address RTCASS maintenance and operator tasks, including theory of operation, locality, functionality, calibration and maintenance task as addressed in the Logistics Support Analysis and Maintenance Plan. Lockheed Martin shall provide Training System Implementation Plan, Lesson Plan, and Student Guide. The Technical Manuals and Training will be used during the performance of the Technical Evaluation of the two RTCASS prototype units. As the designer, developer and manufacturer of the two RTCASS prototype units, Lockheed Martin is the only known company capable of providing the necessary Technical Manuals and Training. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
