301-594-8855 The National Institutes of Health (NIH), National
Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a
requirement to purchase a Time-Resolved Step-Scan Fourier Transform
Infrared Spectroscopy system with Integrated Infrared Focal Plane Array
Imaging capabilities. The following specifications must be included in
the system: 1) A signal-to-noise ratio (SNR) better than 8,000:1 and
a standard optical range of 7500-370 cm-1, and have the ability to
extend the optical range with the appropriate beamsplitters, sources
and detectors; 2) An achievable SNR of 10,000:1 under the following
conditions: 5 second background and sample acquisition, 4 cm-1
resolution, peak-to-peak noise from 2200 to 2100 cm-1, Blackman-Harris
3-Term or triangular apodization; 3) Step-scan acquisition
capabilities with time resolved capabilities up to 5 microseconds time
resolution; 4) The system must be upgradable to achieve 500
picoseconds time resolution; 5) Step-scan capabilities must provide
proper input/output support that can be either trigger master or slave.
6) Step-scan capabilities must include both in-step and in-scan
co-additions for both point spectroscopy and focal plane array imaging
applications; 7) A 4 channel (phase and amplitude modulations)
digital-data-processing (DSP) demodulation capabilities suitable for
photoacoustic and liquid crystal experiments. The DSP demodulation
should be such that no lock-in amplifiers are required; 8) A phase
modulation frequency range of 5 to 1,500 Hz and a phase modulation
amplitude from 0.1 to 20 lambda (2 lambda up to 800 Hz); 9) The ability
to obtain 110 spectra per second at 16 cm-1 spectral resolution in
rapid scan mode; 10) Minimum of 2 input emission ports and 3 output
port for IR beams; 11) Up to two (2) simultaneously mounted sources and
two (2) internal detector positions within the time-resolved
spectrometer, selection of specific source and detector must be under
computer control; 12) An IR microscope capable of simultaneously
housing 2 independent detectors and an integrated, computer controlled
XY mapping stage; 13) A standard computer data acquisition and
processing station (IBM compatible CPU, monitor, keyboard, mouse, etc.)
Computer must include an integrated software packages(s) for data
acquisition (standard and time-resolved spectroscopy, as well as, point
and focal plan array imaging), 2D and 3D spectral and imaging analysis
and mapping stage control; 14) An integrated method and equipment to
allow collection of both IR point spectra and IR focal plane array
images through an IR microscope; 15) Condensers and Cassegrain
objectives for use with the IR microscopes must have variable
compensation to allow for thickness differences of sample flats. All
data (along with the exact experimental parameters used) demonstrating
compliance with performance specifications 1-4, 8 and 9, as listed in
the CBD should be submitted with the Request for Quote (RFQ) package.
Interested vendors may identify in writing their interest with a
capability statement to the Contracting Office prior to the closing
date of this notice. This notice is for the purchase of commercial
equipment within the Simplified Acquisition Threshold of up to $5
million dollars. It is anticipated that Request for Quotation (RFQ)
NIH-NIDDK-00-539 will be available fifteen (15) days after the
publication date of this synopsis. Receipt of quotations will be due
ten days (10) after the release of the RFQ. The anticipated award date
is March 30, 2000. Request for copies of the RFQ must be in writing
and may be FAXED to 301-480-4226. Quotations must be submitted in
