an independent U.S. Government agency that sends Volunteers to work in
developing nations. The Information Collection Exchange (ICE) Resource
Center, a unit of the Center for Field Assistance and Applied Research,
serves as the resource and information center for the Peace Corps staff
and Volunteers. This synopsis is for a commercial items contract
prepared in accordance with the format in the Federal Acquisition
Regulation (FAR) Subpart 12.6. The Standard Industrial Classification
Code (SIC) for this acquisition is 7610. ICE annually purchases more
than 200 titles on topics ranging from economic development, foreign
affairs, technical subjects of interest to international development
workers, and general interest titles. The number of copies purchased
varies from a single copy to several thousand copies, but in general
the quantity is in the 25-300 range. This requirement is for services
from a contractor that can supply books (non-serial publications) and
audiovisual materials and associated acquisition support services to
the ICE Resource Center. Such a contractor is commonly called a "book
jobber" in the information services industry. The contractor shall
provide approximately 200 titles per year in quantities of one (1) to
3,000 copies each, totaling approximately 60,000 copies yearly. These
materials are to be obtained from traditional domestic and foreign
sources and from such nontraditional sources as Government agencies,
United Nations agencies, foreign ministries, and non-governmental and
private voluntary organizations. ICE sources (publishers, distributors,
and producers) for materials presently number approximately 350. The
bulk of materials ordered will generally be in the areas of
agriculture, appropriate technology, community development,
construction, education, energy, fisheries, health, natural resources
and forestry, environment, small business development, special
education, training, urban development, water and sanitation, youth
development, and women in development. These materials will be
primarily technical and training materials for use in Peace Corps'
projects at the grassroots level in developing countries. The most
recent Whole ICE Catalog] will be available to offerors for inspection
in the Peace Corps ICE Resource Center, at 1111 20th St. NW, Room
5401, Washington, D.C., to provide examples of the type of publications
to be ordered. Please contact the Contracting Officer for an
appointment or a copy of this publication. The contractor shall supply
publications as ordered in an effective and efficient manner, and
shall also provide a variety of associated services that support the
execution and administration of resource center acquisitions
operations, and certain options in delivery of materials. The
contractor shall provide all personnel, facilities, equipment,
supplies, materials and services, to serve as a clearinghouse for the
acquisition of publications and other technical and training materials
(such as films, videos, CD-ROMs, etc.), and for tracking of orders on
behalf of Peace Corps ICE. Materials shall be delivered in a timely
manner, shipped in durable packing (i.e., containers and clean
filling), labeled appropriately, and identified with packing slips that
list the items, ICE catalog number, quantity, and purchase order number
of materials in the shipment. Publications shall be shipped F.O.B.
destination. The contractor shall ship items picked from in-house stock
within five (5) working days of receipt of ICE's order. An Indefinite
Delivery Indefinite Quantity (IDIQ) contract, with one base year and
four, one-year options is contemplated. This is a new requirement and
there is no incumbent contractor. This is not a small business

PCORPS-00-Q-0003 is 15 March 2000. There has not been a closing date
set for the closing of the this Request for Quotation (RFQ). All
