Information (RFI) synopsis and market research. Information obtained as
a result of this synopsis is for planning purposes only. It does not
constitute an invitation for sealed bid or request for proposal (RFP),
nor is it to be construed as a commitment by the Government. The
United States General Accounting Office is conducting market research
to obtain information on network based Commercial Off The Shelf (COTS)
procurement automation software packages that will automate and
integrate procurement processes such as 1) automating procurement
requests at the point of origination, 2) soliciting quotes and offers,
3) generating all types of procurement documents such as
solicitations, purchase orders and contracts, 4) tracking all
transactions to permit workload balancing and status reporting, 5)
supporting contract placement and contract administration, 6)
supporting electronic commerce/electronic data interchange
capabilities, 7) providing the ability toconduct historical analyses of
the procurement process by capturing information on this process, and
8) interfacing with and recording commitment and obligation information
in GAO's Financial Management System (an implementation of American
Management Systems' FFS software). The system should be compatible with
GAO's existing Local Area Network (LAN) capable of using existing
workstations and printers. To operate on GAO's LAN, it must run under
Novell 4.x or higher, interface with Windows '95 or higher, and
interface with ORACLE 8i DBMS. Vendors are encouraged to submit
relevant information (including catalog pricing, if available)
describing the product's functional and technical capabilities in
sufficient detail so as to facilitate an informed decision by GAO
officials regarding future procurements for similar products.

extent possible the level of effort required to integrate the offeror's
