OPPORTUNITIES IN CONCEPTS FOR REMOTE SENSING OF BALLISTIC MISSILE IN

693-1838, CBD Reference Number: BMDO 00-08 (A) Intent: The Ballistic
Missile Defense Organization (BMDO), Science and Technology Deputate
(ST), seeks white papers (technical proposals) for basic and applied
research opportunities in advanced sensor system concepts pertaining to
remote sensing of ballistic missiles in flight. (B) Background: Topical
research areas and technologies of greatest interest include: (1)
Remote sensing at distances from sensor to target greater than 500km;
(2) Large (greater than 40kw average radiated power), electronically
steerable high bandwidth x-band radar; (3) Large aperture (greater than
0.3 meters) agile optical telescopes with capabilities to operate from
0.3 to 12 micrometers wavelength; (4) Remote sensing system
integration on mobile platforms; and (5) High speed data processing and
remote sensing data exploitation. The goal of this program is to define
remote sensor system concepts that can provide information on the
performance of ballistic missiles in flight. Both electro-optical and
radar systems are of interest. This BAA seeks innovative ideas that
should be considered before defining requirements for technology
development. (C) Responses: White papers (technical proposals) should
be limited to 15 typed pages and contain: (1) description of the
background, objective, and technical approach; (2) a discussion of how
the proposed technology will respond to the goals of the remote
sensing of ballistic missiles in flight; (3) offeror's capabilities,
relevant experience (including specific work previously performed and
any in-house research and development effort, facilities (including
industrial security clearance), techniques or unique combinations of
these that are integral to proposed objective; and (4) qualifications,
experience, and capabilities of key personnel and teaming partners
(including security clearance). An original and five (5) copies of each
white paper (technical proposal), and a Rough Order of Magnitude (ROM)
price estimate, referencing BAA #00-01 must be submitted no later than
4:00 PM, February 15, 2001. Respondents should submit white papers
(technical proposals) to BMDO/ST, ATTN: BAA #00-01/Dr. Bill Frederick,
The Pentagon, Room 1E149, Washington, DC 20301-7100. Facsimile
transmissions or electronic media transmissions will not be accepted.
(D) Assessment and Follow-Action: The white papers (technical
proposals) will be referred to a review panel and assessed based on the
following descending order of importance: (1) relevance and
effectiveness with which proposed technology and application meets the
goal of remote sensing of in-flight ballistic missiles; (2) scientific
and excellence of the technology with special emphasis on innovation;
(3) offeror's capabilities, related experience, and techniques; and (4)
qualifications, experience and capabilities of the personnel. White
papers (technical proposals) may be selected as received. However, the
white papers (technical proposals) will not be evaluated against each
other. An initial review board is planned for April 2000 and
subsequent review boards will be convened as needed. Any price
proposals for technical development studies will be requested by
separate correspondence and will be dependent upon the results of the
assessment and subject to the availability of FY00 funds. BMDO reserves
the right to conduct discussions and to select parts or selected tasks
to facilitate potential awards of grants, cooperative agreements or
contracts. Funds currently planned will only permit a limited number of
awards and will be limited to $1 million for all Phase I contracts
awarded (2 to 4, six-month studies), and limited to $2 million for all
Phase II contracts awarded (1 to 2, 12 month technology development
studies). However, should larger innovative proposals of particular
interest to BMDO be received, additional funds may be sought and, if
obtained, appropriate awards made. The Government reserves the right to
select for potential award all, some, or none of the white papers
(technical proposals) received in response to this announcement. *****
