is the Broad Agency Announcement (BAA) issued under the provisions of
paragraph 6.102(d)(2) of the Federal Acquisition Regulation, which
provides for the competitive selection of research proposals.
Contract(s) based on responses to this BAA are considered to be the
result of full and open competition and in full compliance with the
provisions of PL 98-369, "The Competition in Contracting Act of 1984."
USASMDC contracts with educational institutions, nonprofit
organizations, and private industry for research in those areas covered
in Part I of this BAA. Awards as a result of this announcement will
take the form of a contract. The topics of interest are as follows: 1.
Directed Energy Weapons Technologies; 1-A. Lasers, 1-B. High Power
Microwaves (HPM), 1-C. Optics and Mirrors, 1-D. Acquisition, Pointing,
and Tracking (APT), 1-E. Other Applicable Directed Energy
Technologies, 2. Interceptor Technologies; 2-A. Seekers, 2-B. Guidance,
Navigation, and Control, 2-C. Propulsion and Divert & Attitude Control
Systems (DACS), 2-D. Windows and Structures, 2-E. Innovative Algorithm
Concepts (Neural Network, Fuzzy Logic, Etc.)Applicable to Interceptors,
2-F. Other Applicable Interceptor Technologies, 3. Survivability
Technologies; 3-A. Nuclear, Biological, Chemical (NBC) Detection and
Vulnerability, 3-B. Electromagnetic Environmental Effects (E3), 3-C.
Camouflage, Concealment, Deception (CCD), 3-D. Nuclear Hardened System
Operational Validation, 3-E. Simulation/Modeling. The topics
"Innovative Algorithm Concepts (Neural Network, Fuzzy Logic, etc.)
Applicable to Interceptors, and "Simulation/Modeling" Applicable to
Survivability, as stated in this BAA would be set-aside for small
business and Historically Black Colleges/Universities and Minority
Institutions (HBCU/MI). This acquisition is not open to allied
participation at the prime contractor level. The Standard Industrial
Classification Code is 8731, with a small business size standard of
