Testing conducted and the concepts presented under the Program
Definition and Risk Reduction (PDRR) phase of Contracts
DAAE30-99-C-1010 with Alliant Techsystems and DAAE30-99-C-1011 with
Textron for Non Self-Destruct Alternatives (NSD-A) to Anti-Personnel
Landmine Alternatives (APL-A), the Govenment is staffing a
Justification and Approval (J&A) for sole source to solicit and award
a contract for a joint contractor solution for Engineering and
Manufacturing Development (EMD). In addition, the J&A addresses sole
source production for this joint contractor effort with Alliant
Techsystems, Hopkins, MN and Textron Systems, Wilmington, MA in FY02
through FY05 for up to 532,000 munition systems. Rationale cited in the
J&A is duplication costs to the Government and given that only Alliant
and Textron can meet the required delivery and fielding schedule for
