Space and Missile Defense Command (USASMDC'S) Advanced Technology
Directorate has a requirement to develop and demonstrate a fiber optic
connectivity between imaging Infra-Red System Simulation (I2RSS)
facility and Software Engineering Directorate (SED) for Theater High
Altitude Area Defense (THAAD) system Hardware-in-the-Loop (HWIL)
testing. The THAAD System Radar and Missile will interact and
demonstrate connectivity and latency for a distance of 4KM for HWIL
testing. Also, a long distance HWIL connectivity will be established
for the Navy Theater Wide (NTW) system over a distance of 4000KM
through Internet 2 between NTW Combat System Engineering Development
Site (CSED) and Standard Missile-III Raytheon Facility in Tucson,
Arizona; for HWIL testing of NTW Radar with the NTW missile. An option
will be included in the proposed contract to allow for additional
related enhancements to the THAAD and NTW HWIL infrastructures in the
event additional funding becomes available within the contract period.
These efforts are collectively referred to as, "Wide Bandwidth
Information Infrastructure (WBII). The WBII activities are a follow-on
development effort to contracts issued by DARPA and the Department of
Education (DOEd) for the development of wide band gap long distance
connectivity technology for Hospitals, Universities, Business, and
Schools (HUBS). Pursuant to 10 USC 2304(c) (1) and FAR
6.302-1(a)(2)(iii), USASMDC plans to award a contract for WBII on a
sole source basis to SAIC of King of Prussia, Pennsylvania. Due to
SAIC's prior work for DARPA and DOEd, USASMDC believes that SAIC is the
only source which is capable of performing the WBII effort in a timely
and cost effective manner. The WBII builds on the prior work of SAIC,
and USASMDC believes that award to any other source would result in a
substantial duplication of costs to the Government which would not be
recovered through competition, and unacceptable program delay due to
the learning curve associated with any other source. The WBII effort is
anticipated to be awarded in Fiscal Year 2000 and performed in Fiscal
Years 2000 and 2001. A SECRET facility clearance is required for this
