Protection Agency (EPA) has a requirement for technical and analytical
support for (a) development and evaluation of technical protocols for
assessing exposures and health impacts, diagnoses and mitigation of
indoor air quality problems; (b) risk assessment and the
development/evaluation of risk management approaches; (c) development
of indoor air pollution source characterization and emissions data and
options for source control; (d) development and analysis of biological
data, information, and methodologies; (e) development of data on
building performance and indoor air quality parameters; (f) conduct and
analysis of building studies; (g) analysis of ventilation performance,
standards, and guidelines; (h) development of technical and
non-technical information and guidance on building design,
construction, operation, and maintenance; (i) development of technology
transfer materials; and (j) publication and presentation support. EPA
anticipates the award of a cost-plus-fixed-fee levelof effort contract
for a total of 90,000 labor hours consisting of a base requirement of
10,000 and four twelve-month options of 10,000 labor hours each. In
addition, the contract allows for options to increase the quantity of
hours for the base and four option periods by 8,000 labor hours in each
period. A DRAFT copy of the Conflict of Interest (COI) related clauses,

SIC number 8748 applies with a size standard of $5M in average annual
receipts over the last three years. The solicitation is expected to be
issued approximately March 15, 2000, as a total small business set
aside. Proposals will be due approximately 30 days after issuance of
the solicitation. This is a follow-on to contract number 68D50164 with
Environmental Health and Engineering, Inc. The solicitation and
amendments will be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via the Internet. If you obtain a copy of
the solicitation via the Internet, it will be your responsibility to
frequently check the same site where the solicitation is posted for any
amendments. Firms who do NOT have the capability to obtain the
solicitation from the Internet may submit a written request for a
diskette with the solicitation in WordPerfect 8.0 format from the
contact point at the address above. However, only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request a copy of the diskette. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax request will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
