However, in an effort to assure that EPA is able to issue this
solicitation, firms must submit a written request via email to the
contact point at the following email address: hilliard.lenora@epa.gov
to allow for the solicitation to be issued by other means. Your email
request should include the firm's: 1) email address, 2) mailing
address, and 3) telephone number. Omission of any of this information
may result in failure to receive the solicitation. If another means is
the only way of issuing the solicitation, only those firms who submit
an email request will be sent a copy. If electronic posting is
possible at the time the solicitation is issued, it will ONLY be issued
electronically; copies will not be sent. Firms should, therefore,
submit a written request AND continue to monitor the website noted
below. If a firm does not have email capability, they must submit a
written request to the address above. The U.S. Environmental Protection
Agency (U.S. EPA) has a requirement for a contractor to provide
technical support to the Office of Radiation and Indoor Air (ORIA).
Contractor support is required for the development of guidance and
traditional rulemaking activities related to accomplishing the Office
of Radiation and Indoor Air's mission and meeting program goals in the
area of Radiation Protection. Specific support shall include but not
be limited to the following: Develop technical documents, including,
conducting underlying research and compiling data, draft and revise
technical documents including Technical Supports Documents, gather
and/or analyze radiation- related data, information, and reports from
stakeholders, and identify and evaluate approaches to resolve
technical, economic and radiation-specific problems/issues. Assess,
revise, edit, compile, format, excerpt from, and respond to comments on
radiation-related regulatory and technical documents. Develop and
implement models and other methods to assess radiation risks. Assess or
analyze transport of radioactive materials. Evaluate and conduct
technical assessments, radiation-related studies, analyses, modeling or
environmental impacts, and investigations and/or feasibility studies.
Evaluate the effectiveness of groundwater and soil contaminated with
radionuclides and hazardous waste. Conduct site investigations and
audits. Evaluate the Adequacy of Compliance Materials. Conduct
emergency response exercises to include the planning, executing, and
evaluating radiological emergency response exercises/including
tabletop, command-post, and field exercises. Develop and conduct
technical training modules to support training in areas of but not
limited to capability development and the implementation/enforcement of
radiation criteria. Design, develop, refine and maintain databases and
provide date use and data management support on any relevant facet of
radiation and/or radioactive materials in the human and natural
environments. The EPA anticipates award of a cost-plus-fixed
fee/level-of-effort/work assignment type contract. The Government
anticipates award of a total level-of-effort of 112,000 direct labor
hours consisting of a base requirement of 20,000 labor hours, and three
twelve month options of 20,000 labor hours each. In addition, the
contract allows for options to increase the quantity of hours for the
base and three option periods by 8,000 labor hours in each period. A

standard of $5M in average annual receipts over the last three years.
The solicitation is expected to be issued approximately March 15, 2000,
as a total small business setaside. Proposals will be due approximately
30 days after issuance of the solicitation. The solicitation and
amendments will beavailable via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd . Firms are encouraged to access the
solicitation and amendments via the Internet. If you obtain a copy of
the solicitation via the Internet, it will be your responsibility to
frequently check the same site where the solicitation is posted for any
amendments. Firms who do NOT have the capability to obtain the
solicitation from the Internet may submit a written request for a
diskette with the solicitation in Wordperfect 8.0 format from the
contact point at the address above. However, only those firms who do
not have the capability to obtain the solicitation from the Internet
should request a copy of the diskette. Diskettes will not be sent to
those firms who have internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of
the preliminary source list will be posted along with the solicitation.
All responsible sources may submit a proposal which shall be considered
by the Agency. See Notes 1 and 26. Firms must identify their size
status when requesting a copy of the solicitation. Firms who fail to do
so shall be considered to be large businesses. All responsible sources
