This is a combined commercial item synopsis/solicitation prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number N00164-00-Q-0118 applies and is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and DCN 20000.210. A fixed price purchase order will be awarded using Simplified Acquisition Procedures. This procurement is 100% reserved for small business concerns. The standard industrial classification is 3479 and the business size standard is 500 employees. The purpose of this requirement is to conduct a limited shipboard test program in order to demonstrate the viability of utilizing plasma-fused-metal non-skid coatings in active shipboard environments. This test program must be availableby 15 May 2000. This procurement will be satisfied by using a sole-source procurement to STEMC America, Inc., Delaware, CT since STEMC America, Inc. is the only company in North America known to be developing environmentally safe composite material, repair material, tools, and techniques that will satisfy Fleet non-skid coating needs.
