This procurement will be satisfied by using a sole-source procurement to STEMC America, Inc., Delaware, CT since STEMC America, Inc. is the only company in North America known to be developing environmentally safe composite material, repair material, tools, and techniques that will satisfy Fleet non-skid coating needs.
