for technical and analytic support concerning new technologies and
alternatives to ozone depleting substances (ODS) and their use in
designated sectors to support regulatory and programmatic decisions,
both domestic and international. A major part of the work involves the
assessment of the technical feasibility of a variety of options to
reduce ozone depleting and global warming gases. The work will: 1.)
evaluate the overall risk of implementing each technical option by
determining the impact on ozone depletion, direct and indirect global
warming, toxicity, safety, flammability, and contribution of increased
air pollution by direct emission or by indirect increases in energy
demand; and 2.)examine the capacity of these options to technically
limit changes and assess the regulatory requirements, obstacles and
institutional barriers for their development. EPA anticipates the award
of a cost-plus- fixed-fee level of effort type contract with a base
period of performance for the contract of twelve months, with four
additional twelve-month options for a total of 100,000 labor hours. The
level of effort requirement of each contract is 14,000 labor hours with
6,000 optional quantity labor hours. The solicitation is expected to be
issued approximately 4/21/00 and proposals will be due approximately 30
days after issuance of the solicitation. The award will be through full
and open competition and the SIC code number is 8731 with a size
standard of $5M in average annual receipts over the preceding three
fiscal years. This procurement is a follow-on to contract 68D50147 with
ICF, Inc. The solicitation and amendments will be available via the
Internet World Wide Web at http://www.epa.gov/oam/rtp/cmd. Firms are
encouraged to access the solicitation and amendments via Internet. If
you will be obtaining a copy of the solicitation via Internet, it will
be your responsibility to frequently check the same site where the
solicitation is posted for any amendments. However, firms who do not
have the capability to obtain the solicitation from Internet, may
submit a written request for a diskette with the solicitation in
WordPerfect 6.1 format from the contact point at the address above. If
you request a diskette of the solicitation, you will receive
amendments by mail, unless you notify us otherwise. Telephone and fax
requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation.
