NOTE: EPA is currently unable to post solicitations and/or amendments
to solicitations electronically. It is expected that EPA will be able
to make electronic postings by the time this solicitation is issued.
However, in an effort to assure that EPA is able to issue this
solicitation, firms must submit a written request via email to the
contact point at the following email address: brown.kelley@epa.gov to
allow for the solicitation to be issued by other means. Your email
request should include the firm's: 1) email address, 2) mailing
address, and 3) telephone number. Omission of any of this information
may result in failure to receive the solicitation. If another means is
the only way of issuing the solicitation, only those firms who submit
an email request will be sent a copy. If electronic posting is
possible at the time the solicitation is issued, it will ONLY be issued
electronically; copies will not be sent. Firms should, therefore,
submit a written request AND continue to monitor the website noted
below. If a firm does not have email capability, they must submit a
written request to the address above. The Environmental Protection
Agency (EPA) has a technical support requirement for the development,
implementation, and communication of environmental policy. This
technical support will include program development, review and analysis
of data, strategic monitoring and modeling, assessment of emission
control techniques and strategies, cost and benefit analysis, and
public outreach. Such assessments support the development of criteria
pollutant ambient standards under Section 109 of the Clean Air Act
(CAA), programs and emission standards under Sections 111 and 112, and
the integration of various aspects of the criteria pollutant and
hazardous air pollutant programs. The Government intends to award a
cost-plus-fixed-fee level of effort type contract with a Base Period of
12 months and four (4) twelve-month Option Periods under this
solicitation. This procurement will be competed as a total small
businessset-aside. Each of the five periods of the contract will
consist of a basic requirement of 7,000 labor hours with 14,400
optional quantity labor hours. The total potential labor hours for the
total contract period of 5 years is 107,000. A DRAFT copy of the
Conflict of Interest (COI) related clauses, provisions, and
representations and certifications are posted on the Internet for
information purposes at http://www.epa.gov/oam/rtp_cmd. SIC No. 8748
applies and the size standard is $5M in average annual receipts over
the last three years. This requirement is a follow-on to contract
number 68D98026 with EC/R, Inc. which will expire on September 30,
2000. It is estimated that the RFP will be issued approximately March
23, 2000. Proposals will be due thirty (30) days after the RFP issuance
date. In the event the solicitation and amendments are made available
via the Internet, the following information applies: The solicitation
and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If
you obtain a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. Firms who do not have the capability to
obtain the solicitation from the Internet, may submit a written request
for a diskette with the solicitation in WordPerfect format from the
contact point at the address above; however, only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request diskettes. Diskettes will not be sent to those firms who
have Internet access. If you request a diskette of the solicitation,
you will receive amendments by mail, unless you notify us otherwise.
Telephone and fax requests will not be honored. Only one copy shall be
sent to a corporate entity, regardless of the number of requests from
one or more different geographic locations. A copy of the preliminary
source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
