Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with Howard University, Department of Chemistry,
Washington, DC to develop and demonstrate methods for characterizing
and mapping the distribution of UV stabilizers in coatings and measure
the depletion of UV stabilizers in photolytically degraded coating
systems for the Building Materials Division. The data will be used for
predicting the service lives of organic coating systems exposed to UV
light conditions. The period of performance is for twelve months. FOB
Destination Gaithersburg, MD. No solicitation package will be issued.
A Request for Quotation (RFQ) will be issued to Howard University. The
university is the only vendor capable of performing this service
because Professor Raghavan with Howard University's Department of
Chemistry and his staff are well known for developing unique methods
and procedures for the measurement of coatings composition and coating
degradation using spectroscopic and gas chromagtography/mass
spectrometry (GC/MS) techniques. They have also developed unique
procedures for microtoming micrometer-size slices from coating and
coatings systems. These expertise are essential for providing critical
data on UV stabilizers and coating degradation demanded by this
contract. The data is essential for verifying the models on the
depletion rate of UV stabilizers and service life of coatings. These
are the milestones for the Coatings Service Prediction Consortium. The
anticipated award date of the contract is on or around fifteen days
