The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Thomas Michael Souders, Frederick, Maryland, for research assistance services to include the following tasks: 1) Prepare and present a talk at the IMTC 2000 Conference in Baltimore, Maryland in May 2000, 2) Design and test a 10 A, 0.1 ohm ac resister with calculable frequency response to 100 kHz, 3) Develop and document methods for estimating uncertainty bounds for deconvolution-based estimates of pulse and step-like waveforms, and 4) Complete a detailed design, build and test a current transformer test set meeting the performance requirements of the NIST measurement service for current transformers. This work shall primarily be conducted on-site at the NIST Gaithersburg Laboratories. The period of performance shall be from date of award for one year. This is a sole source requirement with Mr. Souders because the Government believes he is the only person qualified to complete the tasks in a timely and efficient manner. Mr. Souders is a recognized expert in the field of ac current measurements, and the measurement of ac current-viewing resistors. He has published technical papers in this field and he developed the current comparator standards that are used in the NIST calibration services. Interested persons may identify their capability to respond to this requirement . This notice of intent is not a request for competitive quotations. However, all responses received within 14 days of this notice shall be considered by the Government. A determination by the Government not to compete this requirement based on the responses received is solely within the discretion of the Government. A Request for Quotation is not available.
