States Postal Service is advertising for architect-engineer services
contract for work in the Philadelphia District Area. The contract will
be for two years with individual work orders being issued. Each work
order will be negotiated as an individual project. Projects will either
consist of architectural and engineering services for repair and
alteration work in existing post office locations, or new construction
under the U.S.P.S. Building Design Standards. Work orders for any one
project cannot exceed $250,000. The contract may be renewed for three,
one-year terms. The total amount of work ordered over the five-year
period may not exceed $2,500,000. Minimum work to be ordered under the
contract is $5,000. Firms which meet the requirements of this
announcement are invited to submit: (1) a completed Standard Form (SF)
254, Architect-Engineer and Related Services Questionnaire, (2) a
completed Standard Form (SF) 255, Architect-Engineer and Related
Services Questionnaire for Specific Project, and (3) any supplemental
data. Forms submitted must be postmarked by April 14, 2000, addressed
to D. W. Tokasz, Purchasing Specialist, U. S. Postal Service, PO Box
701, Columbia MD 21045-0701 (Physical address is 10500 Little Patuxent
Parkway, Suite 200, Columbia MD 21044-3505). Please reference
Solicitation # 232098-00-A-0026. The selection will be conducted by
using the submitted SF 254s and 255s and supplemental data. Interested
firms with more than one office must indicate on their SF 255 the
staffing composition of the office in which the work will be performed.
Consideration will be given to interested firms responding to this
advertisement according to the foregoing instruction in the following
order of preference: 1. Firms located within the Philadelphia District
zip codes 190 and 191; 2. Firms located within 30 miles of the
Philadelphia zip codes of 190 and 191; firms will be considered local
only if their sole office is in the local geographical area or they
have a local branch office and all the architectural design,
coordination, and management of the project will be performed in that
office. 3. Firms or joint-ventures with representation of all A-E
disciplines in house -- architectural, civil, electrical, mechanical,
and structural. 4. Firms whose consultants are within 20 miles of the
principal A-E firm. 5. Firms with knowledge of and recent successful
experience with Postal Building Design Standards. Selection criteria
will take into account the number of postal contracts. Any individual
firm can have up to a maximum of two (2) contracts at the same time
with the Postal Service. Minimum number of State-licensed persons, in
the firm including consultants, is one in each discipline and two (2)
architects. AutoCAD Release 12 and above computer capabilities and
expertise is a must criteria. The contract contains a requirement for
firms to provide evidence of current insurance of $200,000 per claim of
Errors and Omissions Insurance. Participation of Minority-owned and
Women-owned Business is encouraged. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon on resulting from award of a contract for this project.
No other general notification for this project will be made. This is
