USAID/Egypt, invites submission of information from eligible U.S. firms
who can qualify through experience in performing similar work for
construction management services contract (CMC) for a work program
entitled Middle Egypt CMC. To be eligible, firms must be of U.S. origin
(Geographic code 000), as defined under USAID rules and regulations.
This CMC service is a part of the USAID Middle Egypt Utility Results
Package. The Middle Egypt Utilities program is intended to address the
water and wastewater needs of the three Egyptian governorates of
Fayoum, Beni Suef, and Minia referred to as the Fayoum Economic General
Authority for Water and Sanitary (FEGAWS); the Beni-Suef Economic
General Authority for Water and Sanitary (BEGAWS) and the Minia
Economic General Authority for Water and Sanitary (MEGAWS). Under the
Middle Egypt Utilities program, USAID contracted with the American firm
Harza Environmental Services, Inc. (Harza Team includes EQI, ECG and
CDM), to provide Architect & Engineering (A&E) services for the
preparation of a water & wastewater strategic Master Plan for the three
governorates. Part of the Scope of Harza's work under this contract is
to develop a First Stage Investment Plan (FSIP), which includes
facilities to be constructed in the three governorates. The Government
of Egypt (GOE) and USAID will agree on the work sites and work to be
implemented from information submitted in the FSIP; also, selection of
work sites will be based on the criteria of selecting the
governorates' capitals and a maximum of three additional rural sites in
each the three governorates; i.e., three basic design/build contracts
to cover a total of twelve (12) project sites which will include the
three (3) capital cities and nine (9) rural sites to be determined by
the GOE and USAID. A minimum of the following information will be made
available for the short-listed firms qualified to compete under this
prequalification questionnaire: synopsis of existing conditions, master
planning criteria, design criteria, population projection through 2020,
assessments of treatment plans including flow schematics, governorates
maps showing location of all facilities/services areas, water and
sewerage distribution and collection layout, hydraulic model outputs
water/wastewater, wastewater sampling results and water quality issues.
The Harza Team's U.S. members (Harza and CDM) will be allowed to
compete for and submit pre-qualification information for this CMC
service. Note: The existing water and wastewater design and CMC
services being done in Beni Suef and Minia is on sites not covered by
this proposed Middle Egypt CMC work. No RFP will be issued.
Construction management firms will be evaluated in accordance with the
evaluation criteria found in the AID Acquisition Regulations, Part
736.602-3 (B), listed in descending order or importance. USAID will
establish a short list of at least three qualified firms as per FAR
part 36.602-(3). USAID will provide the draft statement of work, a list
of questions to be addressed and evaluation criteria to the
short-listed firms for holding discussions and/or convening
presentations. After the final selection of the most qualified firm to
perform the work is made, USAID will request a cost proposal from, and
will negotiate with, this top ranked firm. If a satisfactory contract
cannot be concluded, USAID shall initiate negotiation with the next
firm on the final selection list. A cost plus fixed fee, completion
type of USAID direct contract is contemplated for award. Payment under
this contract will be made in US Dollars and Egyptian pounds, under
USAID Project No. 263-0270. The expected duration of the contract
services is four years with the possibility of granting contract
extension(s) believed necessary for completion and closing out of all
activities. Issuance of this request does not constitute an award
commitment on the part of the U.S. Government, nor does it commit the
Government to pay for any costs incurred in the preparation or
submission of any information. The CMC works shall include, but not be
limited to: (a) Providing construction management services for water
and wastewater facilities including supervision of construction of
water and wastewater treatment facilities, water distribution and
wastewater collection systems and pumping stations; (b) Preparation for
and completion of the procurement of hiring of three host country
Design/Build (D/B) contractors utilizing a two-stage bidding process.
This procurement preparation process shall include but not necessary be
limited to the preparation of: (1) pre-qualification questionnaires
including qualification criteria;(2) evaluation of contractors'
submitted information; (3) short-listing of qualified firms; (4)
preparation of necessary evaluation reports of the pre-qualification
process for the host government and USAID's approvals; (5) preparation
of the three D/B procurements' cost estimates; (6) preparation and
issuance of the completed three D/B solicitation documents, i.e.,
Invitation for Bids (IFB), including all necessary preliminary designs
and drawings; (7) preparation for and arrangement for holding of
required pre-bid and pre-construction conferences (8) holding necessary
technical discussions during technical proposals evaluations with
bidders and; (9) preparing for issuance any necessary IFB amendments
resulting from technical proposals evaluations; (10) responsible for
the evaluation of technical and commercial proposals/bids and
preparation of any correspondences with bidders; (11) preparation of
technical proposals/commercial bids' evaluation and award reports. CMC
shall prepare and conduct these procurement processes in accordance
with the USAID rules and regulations found in the Automated Directives
System and its supplemental reference Handbook 11, Chapter 2 and any
USAID model solicitation available at the time of the procurement. (c)
The CMC shall provide construction management services during the
procurement and implementation of the three D/B contracts for the water
and wastewater facilities serving the governorates of Fayoum, Minia and
Beni-Suef in Egypt. As part of that, the CMC shall work closely with
and serve as the client representative for the three governorates-wide
water/wastewater utilities, referred to as the FEGAWS, BEGAWS and
MEGAWS. (d) The CMC may also be responsible for recommending and
developing a Training Plan of necessary training for the three
authorities. (e) In addition, the CMC shall assist the three
authorities in handling claims and processing including certifying D/B
contractors' payment documents and issuing all work progress
certifications i.e., provisional and final acceptance certificates
needed during implementation. Construction Management firms are
expected to demonstrate the following information, which will be used
for evaluating firms' qualifications: (A) Extensive experience and
capability in providing construction management services under water
and wastewater treatment/facilities for medium size metropolitan areas,
including sufficient experience inpreparing studies, providing
consultation services, preparation of conceptual designs, drawings and
specifications and the ability to provide contracting services for
procurement of construction services and providing construction
management services during implementation and through completion of D/B
activities; (B) Organizational capability, workload capacity and
financial resources; (C) Similar services and work experience within
the past five years. Experience in the Middle East and/or Egypt and/or
similar developing country environment is desirable. Construction
Management firms seeking qualification should submit six copies of
completed US government standard forms SF 254, Architect-Engineer (A-E)
and related services questionnaire and SF 255 A-E and related services
questionnaire for specific projects. It is anticipated that the
selected firm will sign a contract with USAID to provide services
subject to the availability of funds. The firm's current financial
statement and affirmative statement that the firm meets USAID's
nationality and source regulations must also be submitted. Copies of
interested firm's brochures and annual report may also be of value in
presenting the firm's qualification. The completed prequalification
information and related statements must be received no later than April
02, 2000, close of business, Cairo time. Additional information
submitted after that date might be rejected by USAID. Submit
