Saylor, Contracting Officer (202) 307-4366 This is a combined CBD synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DEA-HQ-00-R-0003 and it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. The standard industrial classification code is 4841 and the small business size standard is $11.0 Million Dollars. The vendor shall be responsible for providing and maintaining cable television service equipment including all line, and repair and maintenance necessary for the Justice Training Center, 2500 Investigation Parkway, Quantico, VA 22135, to receive basic cable service for an estimated 143 outlets. The Offeror is responsible for all start-up costs and installation; shall provide cabling to the building; and line and equipment maintenance and repair shall be maintained to the point of service, which shall be defined as the television set, or VCR receiving audio/video feed. The resulting contract will include a base period: Cable Service for 6 months; and four one-year option periods starting October 1 of that year and ending September 30 of the following year. Offeror shall provide a description and cost breakdown included in their Cable Service price. FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR Provision 52.212-2 "Evaluation-Commercial Items" will apply to this acquisition with the following factors: The responsive and responsible offeror submitting the lowest overall price to the DEA in response to this solicitation, which meets all of the requirements of this synopsis/solicitation. Each offeror must include a completed copy of 52.212-3 Offeror Representations And Certifications -- Commercial Items with its proposal. 52.212-5 Contract Terms And Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items also applies to this acquisition and will form a part of the resulting contract. The following clauses are also applicable to this acquisition: 52.217-9 "Option to Extend the Term of the Contract", 52.232-19 "Availability of Funds for the Next Fiscal Year", 52.232-34 "Payment By Electronic Funds Transfer Other than Central Contractor Registration". The offeror shall maintain a 24-hour customer service response, and a trained repair crew shall respond within 24 hours after notification to restore service. Contractor personnel are subject to a limited background investigation conducted by the FBI. All parts of the system shall be covered by the standard commercial warranty. At a minimum, the contractor shall provide basic cable service to include WRC-4, WTTG-5, CNN, WJLA-7, NewsChannel 8, WUSA-9,ESPN, Home Team Sports, TNT, USA Network, WTMW-14, WTBS, WGN, Lifetime, Fox Family Channel, WDCA-20, WMPT-22, BET, Discovery Channel, WETA-26, A & E Network, American Movie Classics, Headline News, The Weather Channel, The Learning Channel, WHUT-32, MSNBC, TNN, WBDC-50, CNBC, Court TV, WNVT-53, C-0SPAN-I, C- SPAN-II, WNVC-56, EWTN, ESPN2, The History Channel, Turner Classic Movies, WPXW, Bravo, Fox News; and six (6) additional channels to be used for DEA's internal programming, whereby we add six separate audio-visual signals and combine these signals with the rest of our incoming basic cable service, and distribute throughout the complex on our closed circuit cable system. Contract award will be made to the responsible offeror whose proposal represents the best overall value to the Government, including options. The Government reserves the right to make award without discussions. Therefore, each offer shall contain the offeror's best terms from a technical and price standpoint. The Contractor's performance, under any contract resulting from this solicitation, will be rated by the Government. This rating will be performed at least twice a year by the Contracting Officer's Technical Representative (COTR) utilizing the Government's Rating Guidelines and Contractor Performance Report. The Contractor will be provided with an opportunity to respond to the rating and all comments, rebuttals, or additional information will be attached to the Performance Report and forwarded to the cognizant Contracting Officer. This information will be maintained by the Contracting activity to provide information to other contracting activities regarding the Contractor's past performance. Questions must be received in sufficient time for the Government to review questions and provide a written response. Therefore, the Government may not respond to questions received after 3:00pm on March 13, 2000.
