jmetzger@ddc.dla.mil. Contractor shall provide all labor and personnel
to operate Youth and "Youth at Risk" pilot program at Defense Depot
Susquehanna Pennsylvania, New Cumberland. The Director and Program
Assistant shall plan, organize and implement activities designed to
meet the needs and interests of eligible youth 6 -- 18 years of age and
still in school. The Director and Program Assistant shall open and
operate Youth Services on the installation. Hours of operation and days
the center is open will be approved by the government and will be
subject to change on a seasonal basis. The Director and Program
Assistant will be present during scheduled times and special events. A
substitute selected by the contractor and approved by the government
may be used on occasion. The Director and Program Assistant will be
required to implement the "Youth At Risk" cirriculum and activities as
a Department of Defense pilot site for this program. Two adults must
be on-site at all times, maintaining 1 to 15 adult to child ratio for
scheduled activities. The Youth Director shall have the following
qualifications: A four year course in an accredited college or
university with a major study in one or more appropriate fields of
recreation; or three years of experience demonstrating a knowledge of
the goals, principles, methods and techniques of recreation and
interest in motivation of individuals and groups or youth, equivalent
to that gained through education; or any equivalent combination of
these, provided each year of education has included nine semester hours
appropriate to the general field of recreation,or adolescent growth and
development. Director will be required to produce documentation
supporting qualification and education to the Contracting Office and/or
the Contracting Office Representative Child & Youth Development
Services Coordinator. Additional statments or references to support
qualifications may also be required. The Program Assistant shall have:
A high school deploma or the equivalent and be 18 years of age.
Ability to communicate in English. Satisfactory completion of
background checks. The Director and Program Assistant must be properly
cleared and meet the requirement set forth in AR 215-2 and the Crime
Control Act of 1990 as implemented by DA Circular 690-92-1. The
Government, at no cost to the Director will perform the actual checks.
(Properly cleared means cleared for work in the DDSP Youth/School Age
Services Program or has provided proof of previous clearance for other
youth services work as required herein) and posses an appropriate
criminal history background check performed by the government.
Substitutes must have background clearances. Volunteers must have
background clearances and cannot be counted in the ratios. The period
of performance shall be 1 year from date of contract award with four
(4) option years. Interested contractors should request the
