The Department of Defense Education Activity (DODEA) intends to award a contract on a sole source basis using Simplified Acquisition Procedures, FAR Part 13, to DARE America, P. O. Box 512090, Los Angeles, CA 90051-0090, to provide a training program which will enable DoDEA educators and military personnel to deliver the Drug Abuse Resistance Education (DARE) program in elementary and middle schools. The contractor will demonstrate the ability to understand and deliver instruction and training materials relevant to active duty military DARE instructors working in the DoDDS Europe and Pacific Areas. The training will include a four hour presentation to the school and military personnel on gang violence as well as classroom delivery of age appropriate drug and violence abuse prevention programs, physical and behavioral indicators of drug abuse, classroom management techniques, and student assessment and evaluation. Instructors will be certified DARE instructor trainers and shall have had previous, in-depth experience in providing training to professional audiences to include military, law enforcement, and education personnel. At each specified training site in the Europe and Pacific Areas, the contractor will deliver a four hour presentation on gang violence, a ten-day elementary DARE Officer Training workshop, and a two-day middle school DARE instructor training workshop. The contractor will be prepared to authoritatively address questions concerning all facets of gang violence, drug abuse investigation, reporting, and treatment. The contractor will also be expected to provide consultation services to DoDDS counseling and administrative staff at each site. This notice is for informational purposes only.
