Officer (IRO) Training Services DUE: 10 March 2000 DESCRIPTION:
EDUCATION AND TRAINING SERVICES FOR THE AIR FORCE MANPOWER AND
INNOVATION AGENCY (AFMIA) OFFICE, RANDOLPH AFB, TX. The Government is
providing this information for a sources sought initiative. The Air
Force is seeking an _off-the-shelf_ Independent Review Officer course.
This training will provide students with the necessary skills for
performing an Independent Review to meet the requirements specified in
the Office of Management and Budget(OMB) Circular A-76, Performance of
Commercial Activities, and Air Force Instruction(AFI) 38-203 (Draft),
Commercial Activities Program. Course goal is to provide students the
knowledge and skills required to conduct a successful Independent
Review. This synopsis is not to be construed as a commitment by the
Government. The Government will not pay for information solicited or
received. No basis for claim against the Government shall arisefrom a
response to this synopsis or Government use of any information
provided. 1. SPECIFICATION OF SERVICE A. Course should cover following
elements: The overall A-76 process; -The Performance Work Statement
(PWS)/Statement of Work(SOW) development and IRO involvement; -The
Management Plan (MP) components and review characteristics; -The
Technical Performance Plan (TPP) components and review characteristics
-The Independent Review guidelines for a Government Cost Estimates
(GCE) developed using the COMPARE Software. NOTE: This element will be
an application level of understanding of the entire compilation of IRO
responsibilities. -The course must provide a building block approach to
solidify or encapsulate all IRO duties learned to this point.
Recommended structure is as follows: B. Provide a case study or example
that contains the minimum of the following: -Document 1, PRD; Cost
Drivers and _Wash Costs_ -Document 2, MP; How to apply data reported in
PRD -Document 3, TPP; Technically Sound alignment and rationale
-Document 4, CCF; Line by Line breakdown of costs and associated checks
and balances required to meet IRO certification. C. In addition to
classroom training, each student will be provided a course book
sufficiently detailed for use as a reference source. D. The class sizes
will generally range from 20-25 students. E. It_s highly desirable that
the training be provided on-site. On-site training may include training
outside the Continental United States. F. Course length will be needed
to attain training objectives, but is estimated to require no more
than 5 days. G. A training day will be from 0800 to 1630 hours daily
with one hour for lunch. NOTE: Interested potential sources must
