synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; price quotations are being requested and a written
solicitation will not be issued. This is a Request for Quotations
(RFQ)(53SBNB060055), being conducted under the Simplified Acquisition
Procedures (SAP) in FAR Part 13. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15 dated 12/27/99. This procurement is
unrestricted, open to both small and large business concerns. The small
business industrial classification for this type of service is 7011
with annual receipts of $5 million. Interested offerors shall provide
a quote to include all associated costs/price for meeting room
facilities, audio-visual equipment, food and beverage for the ATP Fall
Meeting, November 12-15, 2000, as described in the Statement of Work.
Location of the meeting to be in the Baltimore/Washington DC area.
STATEMENT OF WORK: The contractor shall furnish the necessary
personnel, material, equipment, services and facilities (except as
otherwise specified) to perform the following statement of
work/specifications. 1. FACILITIES: Sunday, November 12 -- Wednesday,
November 15, 2000. The contractor shall provide space for 75-100
tabletop exhibits and space for registration for 300 people, beginning
at noon on Sunday. Throughout the meeting there should be the exhibit
space, meeting space set theater style for 800 and 10 breakout rooms
set theater style for 75-100 each from 8:00 AM to 5:00 PM on Nov 13-15,
2000. In addition, there should be a registration area set with eight
6-ft tables with 2 chairs at each, 2 trashcans, a message board, a
telephone for outside calls, and 2 easels to be set up throughout the
meeting. THE CONTRACTOR SHALL SUPPLY THE FEMA NUMBER THAT INDICATES
COMPLIANCE WITH THE FEDERAL FIRE SAFETY ACT OF1990 (PL 101-391). 2.
AUDIOVISUAL EQUIPMENT: The contractor shall provide a slide projector,
viewgraph, screen, flip chart, and data projector in the large rooms
and an overhead projector, screen and flip chart in each of the
breakout rooms. In each meeting room there should be a podium and
microphone, and a lavaliere microphone in the large meeting rooms. 3.
FOOD SERVICE: 3.1. Reception and Coffee Breaks: The contractor shall
provide continuous coffee service on Monday, November 13, through
Wednesday November 15, for approximately 800 people from 7:30 AM to
4:00 PM, with coffee, tea, decaffeinated coffee, assorted breakfast
breads (may include donuts, muffins, croissants, bagels) in the morning
and soft drinks and cookies in the afternoon, located outside the
meeting rooms in a convenient, centrally located area. There should
also be a reception with finger foods and a cash bar on Monday,
November 13, from 5:30-7:30 PM in the Exhibit Area. 3.2 Lunch: The
attendees should be served a buffet lunch each day from Monday,
November 13 -- Wednesday, November 15, at noon. 3.3 Sleeping Rooms: The
contractor shall provide 250 sleeping rooms, to be paid for by the
individual attendees, for arrival on Sunday, November 12, and 300
sleeping rooms, to be paid for by the individual attendees, for arrival
on Monday, November 13, with departure on Wednesday, November 15. The
sleeping rooms should include some rooms at the maximum allowable
Government per diem rate. The majority of the rooms will be singles.
FAR clause 52.212-1, Instructions to Offerors -- Commercial Items
applies to this acquisition. Addendum: 52.214-31 FACSIMILE BID (DEC
1989) is also applicable. The Government intends to evaluate quotes and
award a contract without discussions. However, the Government reserves
the right to conduct discussions if it is later determined by the
Contracting Officer to be necessary. The Government may reject any or
all quotes if such action is in the public interest; accept other than
the lowest quote; and waive informalitiesand minor irregularities in
offer(s)received. The Government will award a purchase order resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
government. Offerors are required to provide a completed copy of the
provision at 52.212-3, Offerors Representations and
Certifications-Commercial Items with their offer. A copy of this
provision, as well as the full text of all other clauses and provisions
referenced in this notice may be obtained via the Internet at:

Contract Terms and Conditions-Commercial Items applies to this
acquisition. FAR clause 52.212-5, Contract Terms and Conditions

06/28/1999 is applicable to this requirement and will be incorporated
in any resultant purchase order. A copy will be provided upon request.
This procurement shall be conducted utilizing Best Value Selection
procedures, which seeks to select an offer based on the best
combination of price and technical merit of the offers submitted. All
offers will be evaluated considering their price quotes and their
technical merits, based on a review by the government of information
received in response to the following technical factors: (1) Ability to
provide meeting function space, (2) Ability to provide required food
service, and (3) Ability to provide required sleeping rooms. Technical
factors are significantly more important than price. All offers should
include a firm fixed price for total of all requirements referenced
above, as well as sufficient information to permit proper evaluation of
the technical merit of the offer. Price technical information, and a
