concerns will be accepted for the Blue Ridge Parkway Project PRA-BLRI
2Q12, in Buncombe County, North Carolina. The project consists of
resurfacing the Blue Ridge Parkway from Milepost 375.1 to 383.3. The
project work includes removal of asphalt pavement, cold recycling
asphalt pavement as base course, placement of aggregate base and hot
asphalt concrete pavement, installation of steel-backed timber
guardrail, shoulder reconditioning, and other miscellaneous work. The
project is divided into three schedules. Schedule A consists of asphalt
wedge and level and overlay, placement of aggregate-topsoil shoulders,
pavement striping, and miscellaneous work. Schedule B consists of
milling and placement of hot asphalt concrete pavement base. Schedule
C consists of cold-in-place recycling of the existing asphalt. This
project will be awarded as either Schedule A+B or Schedule A+C.
Principal items of work and approximate quantities are as follows:
Removal of asphalt pavement: 33,200m2; Aggregate base, grading C or D,
200 mm depth: 27,900 m2; Hot Asphalt Concrete Pavement, Class C,
Grading D, Type 3 smoothness: 9,600 metric tons; Cold recycled asphalt
base course, grading C, 50 mm depth: 64,200 m2; and Guardrail system,
steel backed timber, type B: 5,610 m. The project is expected to fall
within the price range of $2,000,000 and $5,000,000. Invitation for
Bids No. DTFH71-00-B-00017 will be issued on or about March 15, 2000.

other bid documents, will be available on or after the issuance date,
from the Federal Highway Administration, Eastern Federal Lands Highway
Division, 21400 Ridgetop Circle, Sterling, Virginia 20166-6511,

be mailed first class. It is strongly recommended that all requests for

on April 18, 2000, at 2:00 pm, local time, at the address listed above.
The following applies to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has bonding programs to
assist minority, women-owned and disadvantaged business enterprises in
acquiring short-term capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 to provide accounts receivable financing. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1,000,000 per contract. DOT provides an 80 percent
guaranty on the bond amount to a surety against losses. For further
