Women-Owned and Small Disadvantaged Businesses are encouraged to participate. The project is located at F.E. Warren AFB, WY. The contractor shall furnish their proposal of effort to provide all plant, labor, materials, and equipment to perform all required work to repair the launcher closure door rail support system at five launch facilities in Weld County, Colorado. Specifically, the launch facilities to be repaired are Oscar-06 (O-06), November-02 (N-02), November-03 (N-03), November-04 (N-04), and November-09 (N-09). Each launcher closure door rail support system consists of reinforced concrete cantilever beams, concrete slab on grade and imported soil material. The support system at each of the sites have exhibited various signs of distress. These include cracking of the beams, and for several of the support systems, displacement of the slab is also evident. Because of these distresses, at least two of the closure doors will not open completely, due to interference from the displaced slabs. To deter further failure and maintain the integrity of the LF support system, it is necessary to repair the beams and the concrete slab. The scope of work includes,but is not limited to: removal/replacement of portion of concrete slab (portion removed varies), removal/replacement of top 6_ of support beams, removal/replacement portion of support beams (O-06 and N-02 only), adjustment of LF rails, excavation, installation of two de-watering wells, removal of existing de-watering wells at (O-06 only), and adding and compacting structural fill. Contractor personnel shall be currently licensed in their field of expertise in the State of Colorado. All work shall be performed in accordance with Weld County, Colorado, applicable state and federal permits (with the exception of the Permit to construct), will be provided by the contractor. Performance period for resultant construction contract awarded as a result of this solicitation will be 50 days (level one repair) to 61 days (level two repair) per site. Three sites are considered level one repairs while the other two are considered level two repairs for a total performance of 272 days. Magnitude of this project is between $250,000 tp $500,000. Issue date for this solicitation is anticipated to be on or about 15 Mar 00 with closing date 30 calendar days after issuance. This solicitation is a Request for Proposal_Performance Price-Trade off (PPT). Under PPT, past performance will be evaluated.
