NASA/JSC plans to issue a Request for Proposal (RFP) for the design, fabrication, test, and qualification of an improved T-38N flight director computer system. The flight director computer system provides navigation information to the pilot of the T-38N aircraft during all phases of flight. The basic requirement is for development, test, documentation, and hardware for approximately 40 aircraft. The Government intends to acquire a commercial item using FAR Part 12. The SIC Code and Size Standard are 3812 and 750 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract are those in effect through FAC 97-15. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about April 3, 2000 with an anticipated offer due date of on or about May 3, 2000. An ombudsman has been appointed -- See Internet Note "B".
