This CBD announcement constitutes a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F19628-00-R-0036 is issued as a Request for Proposal and incorporates provisions and clauses in effect through Federal Acquisition Circular Number 97-15. The requirement is for one (1) Flight Management System (FMS), cables and supporting documentation. This device is to be used in the GATM managed Reconfigurable Cockpit Avionics Testbed (RCAT). The purpose of the RCAT is to provide a facility to test and demonstrate the equipment and procedures required to meet planned Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) upgrades and to demonstrate use of this datalink system with AMC's Tanker/Airlift Control Center (TACC). All of the following Contract Line Item Numbers (CLINs) are to be Firm Fixed Price. The following items will be acquired under CLIN 1, firm fixed price: One (1) set Flight Management System (FMS) with hardware, cables, supporting documentation, and warranty. The FMS will be integrated with the following minimum standards: 1, The equipment must be FANS 1/A certified; 2, The ability to receive flight plan uplink datalink message(s) via ARINC Characteristic 702A compatible Communications Management Unit (CMU); 3, Must be able to currently interface to an ARINC 758 CMU; 4, Able to/is currently interface to an ARINC 739 MCDU for control and display; 5, The unit shall be Comercial off the shelf (COTS) that requires no additional engineering/development to perform the required functionality. The following installation hardware and cables are required (Not Separately Priced, price is included in the price of CLIN 1): all necessary ARINC 600 trays and connectors, and minimum 30 feet of cabling to connect the delivered FMS to an MCDU and CMU. The following data is required (Not Separately Priced, Price is included in the price of CLIN 1): Interface Control Document(s) (ICD), installation and operating manuals (e.g., equipment vendor, airframe manufacturer, and system integratordocumentation) shall be deliverable with the equipment. Documents shall contain information on installation and electrical interface operation and specifications as well as uplink/downlink message formats. Documentation regarding FANS 1/A certification is to be submitted with the response to proposal as attachment 1. The Standard commercial Warranty shall be included with the proposal. The following is a list of options that are applicable. Option CLIN 2, Technical Engineering Services: The contractor shall quote as part of his/her proposal standard technical services available to commercial industry to support operation and installation/reconfiguration of the FMS. Offeror shall quote engineering services for a 90 day period on a fixed price basis.Government will reserve the right to execute option CLIN 2 at contract award, or up to period of 90 days after contract award. Option CLINs 3,4, and 5, Extended Maintenance/Extended Warranty Services: The contractor shall quote as part of his/her proposal standard Maintenance/Extended Warranty Services available to commercial industry for maintenance and repair/replacement of the FMS beyond the Standard Warranty period. Offeror shall quote three consecutive one (1) year options on a fixed price basis. Government will reserve the right to execute Option CLIN 3 at contract award, or up to the last day of the Standard Warranty period. Subsequent options, if exercised, will be no later than the anniversary date of a previously exercised option. If the government does not exercise option CLIN 3, the government will forfeit all rights to exercise subsequent options. The equipment must be delivered 30 Days after receipt of award (DARO).
